پيشينه تاريخی مردم هزاره؛ آغاز و ادامه نسل کشی

کتاب «شرح تئوريک نسل‌کشی و ابعاد گسترده نسل‌کشی مردم هزاره» که با زبان، ادبيات و منطق حقوقی و سياسی نوشته شده است، پيوند مستحکم با تاريخ اين مردم دارد. نسل‌کشی مردم هزاره در امتداد سده ها از سرشت اين قوم به‌تدريج شکل گرفته است، روند تصادفی و آنی نيست. طبع تسليم ناپذيری، آزادي‌خواهی، سرکش بودن، سخت‌کوشی و حس خودمختاری هزاره ها در عصر باستان و زمانه های بعد موجود بوده، اما همواره ناديده گرفته شده است.
ساکنان سرزمين پهناوری که به نام، ستاگيديا، اراکوزيا، زاول، غرجستان(منطقه کوهستانی مرکزی که قرن ها مرکز مقاومت بود)، هجرستان، پاراپاميزاد(هندوکش)، «هزاره‌جات»(هزارستان) و حتی ترکستان ياد شده اند، به نوعی ازانواع پيوند مستحکم با تاريخ اين مردم داشته است. هزاره ها در امتداد سده ها برای حفظ اين مناطق يا يک جا با ديگر اقوام جنگيده اند و يا حکومت های خود مختار داشته اند.

منابع جغرافيايی و سفرنامه های باستانی

هیوان تسانگ Hiuen Tsang (Xuanzang) گردشگر چینی (664-602 م) در کتاب «سوابق مناطق غربی» Records of the Western Regions که به‌نام‌های«سوابق بودايی» و «سی يو کی» نيز ياد می شود، نوشته است: «اين کشور حدود 7000 لی* مساحت دارد و پايتخت آن، که «هو- سی- نه» (غزنه) ناميده مي‌شود، حدود 30 لی عرض دارد. پايتخت ديگری به‌نام (هو-سا-له) نيز وجود دارد که حدود 30 لی عرض دارد. هر دو به طور طبيعی قوی و همچنين مستحکم هستند. کوهستان‌ها و دره‌ها يکی پس از ديگری، با دشت‌های بينابينی، که برای کشاورزی مناسب هستند، ادامه مي‌يابند. زمين در فصل مناسب کشت و برداشت مي‌شود. گندم به وفور کشت مي‌شود؛ درختچه‌ها و درختان در تنوع غنی رشد مي‌کنند، و گل‌ها و ميوه‌ها به وفور وجود دارند. خاک برای گياه يوکين (زردچوبه) و برای «فينگ-کيو» * مناسب است؛ اين گياه اخير در دره «لو-ما-اين-تو» ** رشد مي‌کند. در شهر «هو-سا-له» چشمه‌ای وجود دارد که آب آن به چندين شاخه تقسيم مي‌شود و مردم برای آبياری از آن استفاده مي‌کنند. آب و هوای آن سرد است؛ طوفان‌های تگرگ و برف مکرر است. مردم طبيعتاً سرزنده و بي‌پروا هستند؛ ...آنها روزانه چندين ده هزار کلمه را تکرار مي‌کنند؛ خط و زبان شان با ساير کشورها متفاوت است. آنها در گفتار پوچ بسيار فريبنده هستند، اما محتوا يا حقيقت کمی در آنچه مي‌گويند وجود دارد. اگرچه آنها صدها (بسياری از) ارواح را مي‌پرستند، اما به سه گنج گرانبها نيز بسيار احترام مي‌گذارند. چندين صد سانگاراما***، با حدود يک هزار کشيش وجود دارد. همه آنها «وسيله بزرگ» (مهايانا) **** را مطالعه مي‌کنند. حاکم فعلی در ايمان خود صادق و درستکار است و جانشين يک سلسله طولانی از پادشاهان است. او با جديت به کارهای مذهبی (شايستگی) مي‌پردازد و آموزش ديده و علاقه‌مند به يادگيری است.» (1)

هيوان تسانگ در کتاب مذکور درباره‌ی سابقه تاريخی مردم و سرزمين، جغرافيا، لباس، زبان و باورهای دينی در باميان، ويژگی های مردمی را تشريح مي‌کند که با هزاره ها و جغرافيای آنها همخوانی نزديک دارد. در اينجا برای آسانی کار، چندين نقل قول پی در پی را در يک متن جمع آوری کرده ام. تسانگ می نويسد: «اين کشور دارای طبيعتی ناهموار و کوهستانی با آب و هوايی سرد و خشن است. مردم در روستاهای پراکنده زندگی مي‌کنند و در غارهايی که در دامنه کوه‌ها کنده شده‌اند، ساکن هستند.». ...» مردم بسته به شرايط، در شهرها کوهستان يا دره‌ها ساکن هستند. پايتخت بر تپه‌ای شيب‌دار تکيه دارد که در امتداد دره‌ای به طول 6 يا 7 لی موقعيت دارد. در شمال، پرتگاه‌های بلندی آن را احاطه کرده‌اند. اين (کشور) گندم بهاری و گل يا ميوه توليد مي‌کند. برای گاوداری مناسب است و چراگاه مناسبی برای گوسفندان و اسب‌های زياد را فراهم مي‌کند.» (3)...»«مردم باميان شخصيت سرسخت و قوی دارند؛ ساده و صادق هستند و رفتارشان راست و صادقانه است. آنها خُلق و خويی تا حدودی درشت و زمخت دارند.»» (4)... زبانشان کمی متفاوت است، اما از نظر ظاهری شباهت زيادی به يکديگر دارند. (5)... لباس‌ها عمدتاً از پوست و پشم ساخته مي‌شوند که برای اين منطقه مناسب‌ترين هستند. 6...» مردم در ميان تمام همسايگان خود، به خاطر عشق به دين (قلبی سرشار از ايمان خالص)؛ از والاترين شکل پرستش گرفته تا سه گوهر*، قابل توجه هستند.» (7)

کلوديوس بطلميوس (حدود 90ـ 168 ميلادی) فيلسوف، اخترشناس، رياضی‌دان و جغرافی‌دان يونانی ـ مصری بود او در کتاب «هند باستان» در بخش تشريح مناطق اروکوزيا، هريرود و پاراميزاد واژه‌های Ozoana و Ozoala يادآوری کرده است.(8) بطلميوس «از يک رودخانه آراکوزيا نام مي‌برد که از کوه‌های پاريتای زاره (هزاره‌) سرچشمه مي‌گيرد و به درياچه‌ای مي‌ريزد که از آن سرچشمه مي‌گيرد و در نقطه تلاقی با رودخانه‌های ترکيبی پنجاب، حدود 3.5 درجه پايين‌تر به سند مي‌ريزد.» (9) کوينتوس‌کورتوس روفوس مورخ رومی که در قرن اول ميلادی زندگی می کرد، در کتاب «تاریخ سکندر کبیر(The History of the Alexander the Great)، اين موضوع را وضاحت بيشتر داده است. (10)

جان واتسون (1825-1913)، پژوهشگر اسکاتلندی در کتاب خود «هند باستان» که نام کتابِ بطلميوس را دارد، زير عنوانی را به‌نام «طوری که توسط بطلميوس تشريح شده بود» با عنوان کتاب بطلميوس علاوه کرده است. او در اين کتاب می نويسد: «رودخانه اصلی همان رودخانه‌ای بود که اکنون هلمند ناميده مي‌شود و از نزديکی رشته‌کوه بابا در غرب کابل سرچشمه مي‌گيرد و مسيری را با جهت کلی به سمت جنوب غربی دنبال مي‌کند و پس از دريافت ارغندآب از همسايگی قندهار که شاخه‌های آن، ترنک و ارغستان، را در بر مي‌گيرد، به درياچه زاره مي‌ريزد. بطلميوس از (هزاره) ياد مي‌کند.» (11)

منابع تاريخی و تفسيرهای معاصر

پروفيسور عبدالحی حبيبی در اين مورد می نويسد: «اکنون آنچه هيوان تسنگ به شکل هو ـ سا ـ له و بطلميوس به شکل اوزاله آورده، با نام کنونی هزاره تطبيق می کنيم و از نظر زبان شناسی نيز همين مقصد را روشن کنيم.»(12).
حبيبی از ديد زبان شناسی و ارائه فاکتور های تاريخی اين موضوع را تا حدی روشن کرده است که حجم آن زياد است و در اينجا گنجايش ندارد.

زندگی در جوار پیکره های سلسال و شهمامه

الفرد فوشه با نقل قول از کوينتوس‌کورتيوس درباره‌ی سرزمين هزاره چنين نوشته است: « اسکندر يک نوع «بربری های تازه‌ای مشاهده کرد که از ديگران بسيار سرکش‌تر بودند. شرحی که «کوينتوس کورتس» از خانه‌های گلی آنها مي‌دهد با آنچه مسافری به‌نام «فرير» (Ferrier) نقل مي‌کند و آنچه امروز هر مسافری مي‌تواند به چشم ببيند، کاملاً تطبيق مي‌نمايد. اين مدارک مسئلة نژادی مهمی را روشن مي‌نمايد که اهميت آن از مسئلة خصوصی هزاره تجاوز مي‌کند. اين مطلب به ما نشان مي‌دهد که در حقيقت نه فقط فلات‌های مرتفع ماوراء هيماليا، بلکه تمام دنباله‌های جبال هندوکش تا منتهي‌اليه غربی آن، در زمان قديم محل سکونت قبايلی از نژاد چينی و تبتی بوده است. فقط دسته غربی اين قبايل به علت هجوم و عبور قبايلی که از شاهراه تهاجمات هندوستان عبور کرده‌اند، از قسمت شرقی مجزا گشته‌اند. تنها به اين طريق مي‌توان دو مسئلة مهم جغرافيايی را توجيه نمود. « (13)

هزاره ها هنوز در خانه های گلی در همسايگی پيکره های بودا باميان زندگی می کنند.

جنگ اسکندر با بربرها، موضوعی است که بعضی از محققان آن را با اجداد مردم هزاره ربط می دهند البته در آن وقت به‌نام هزاره ياد نمی شدند. گرچه يونانی ها همه اقوام غير يونانی را بربری می گفتند، اما پيوند واژه بربری با هزاره ها تا امروز جايش را دارد. مثال آن حافظه تاريخی ايران است که در اين کشور هزاره ها را تا امروز بنام بربری ياد می کنند. ايرانی ها نان هزارگی نان بربری می گويند. نانی که در افغانستان صفت هزارگی آن حذف شده و جای آن را صفت افغانی گرفته است.

نان مشهور بربری متعلق به هزاره ها

ژوزف فريرگردشگر فرانسوی قرن 19 در کتاب مسافرت به افغانستان، فارس، ترکستان و بلوچستان تاکيد کرده است که «هزاره ها سابقاًً در زمان اسکندر مقدونی در محلی زندگی می کردند که فعلا در آن جا بود و باش دارند.» (14)
هنری والتر بليو متولد 1834م در هند بريتانوی که در افغانستان کار کرده نوشته است اين مردم [هزاره] از تمام اقوام ديگر افغانستان کاملاً متفاوت هستند، و يک منطقه بسيار گسترده از کشور را اشغال کرده‌اند که در يک جهت از مرزهای کابل و غزنی تا مرزهای هرات، و در جهت ديگر از اطراف قندهار تا حوالی بلخ امتداد دارد. در واقع، آنها تمام سرزمينی را که در زمان باستان به‌نام پاروپاميسوس شناخته مي‌شد، در اختيار دارند و با در دست داشتن اين منطقه، از تمام مردمان ديگر افغانستان که تنها مرزهايشان با آنها مماس است، جدا و منفک شده‌اند. اين منطقه در تمام طول خود کوهستانی است و بخش اعظم خاک آن فقير است. با اين حال، دره‌های حاصلخيز و پرجمعيت زيادی را در خود جای داده و منبع سرچشمه چندين رودخانه مهم مانند ارغنداب و هلمند، هريرود (يا رود هرات) و مرغاب (يا رود مرو) است. اين منطقه توسط دو رشته کوه بزرگ غربی که امتداد هندوکش هستند تشکيل شده است؛ اين دو رشته کوه با دره هريرود از يکديگر جدا شده‌اند و منطقه را به غرجستان يا سفيدکوه در شمال و غور يا سياه‌بند در جنوب تقسيم مي‌کنند؛ در حالی که نقطه شرقی که اين دو رشته از هندوکش جدا مي‌شوند، غوربند باميان است. (15)

جوشيا هرلان(1799 ـ1871) شخصيت نظامی و تاريخ نگار امريکايی درباره‌ی هزاره ها و سرزمين هزاره می نويسد: «کوه‌های پاروپاميزاد يا پاروپاميسوس، مورخان مسلمان در دوره‌های بعدی، از اين منطقه کوهستانی تحت نام غوری ياد کرده‌اند. برای بوميان کشور و ملل همسايه، اين منطقه به‌نام هزاره‌جات و همچنين هندوکش شناخته مي‌شود. هزاره‌جات يک واژه فارسی است که از هزار-ها به معنای هزاران يا بي‌شمار يا قبيله تشکيل شده است.»(16) او در همين بخش هزاره ها را اقوام همجوار مقايسه کرده و می گويد: « از نظر ما بيشتر به‌عنوان مردمی ساده‌لوح و اصيل شناخته مي‌شوند.»(17)

عبدالحی حبيبی می نويسد: «هيوان تسانک از ولايات جنوب امويه به «فان ـ ين ـ نا» (باميان) رسيد که در آنجا پادشاه جداگانه مي‌راند و طول قلمرو سلطنت او شرقا و غربا دو هزار «لی» (درحدود 600 ميل) و عرض آن شمالا و جنوبا يکصد ميل بود وی در اين جا از دو بت معروف ايستاده بود او يک بت خوابيده و آثار مقدس ديگر ذکر مي‌کند که در ده دير در حدود هزار نفر راهب زندگی می کردند و همه پيرو مذهب صغير بودای بودند. هيوان تسانک از باميان به کيا-پی-شی(کاپيسا) وارد ميشود که محيط اين قلمرو در حدود 1200 ميل است و مردم آن البسه پشمی می پوشند و پادشاه آن از کشتريه مردی هوشيار و دلير و مردم دوست که سرزمين‌های همجوار را نيز به دست آورده و بر ولايت ديگر مي‌راند وی از پيروان مخلص بودا است که هر سال يک مجسمة سيمين بودا به ارتفاع 18 فوت مي‌سازد و مجلس کبير مذهبی موکشامها پريشاد را انعقاد می دهد. در مملکت وی در حدود صد دير با شش هزار راهب مذهب صغير بودايی موجود است و اضافه از اين برخی از پيروان مذاهب ديگر هزار معبد خاص خود را دارند. به قول هو- ئی-لی پادشاه کاپيسا تا فاصله 3 ميل از سرحدات خود با هيوان تسانک همراهی کرد و طوری که هيوان تسانک تصريح کرده «لان ـ پو»(لغمان)، «ناکی تولو» ( ننگرهار) و «کين تولو»(گندهارا) از پشاور تا مجاری دريای سند تحت تسلط پادشاه کاپيسا بود و تا «چاشی لو» (تکسيلا) نيز قبلاً به کاپيسا مربوط بود ولی پس از آن تابع «کياشی مولو» (کشمير ) شده است.
هيوان تسانک به تفصيل از آثار مقدس و معابد و مردم و رسوم و السنه و البسه‌ی اين ولايت معلومات می دهد و در هنگام بازگشت از هند بسال 644 م چون به «فلنه» (پکيتای کنونی تا مجاری سند شرقاً) می رسد اين ولايت را نيز تابع کاپيسا ميگويد در حالی که در همين اوقات ولايات شمال هندوکش اندراب و خوست و قندوز در دست بقايای هفتليان بوده ولايت «تسو-کوچا» که پايتخت آن «هو-سی-نه»(غزنه بود و شهری ديگر هم به‌نام «هوساله» (شايد هزاره) داشت. دارای پادشاه جداگانه و مستقلی بود وی با رعايايش پيرو کيش بودا و مذهب کبير بوده علم و دين را دوست داشته؛ و از سلالة شاهان سابقه بود که مدت ها قبل در اين جا حکم رانده اند.” (18)

حبيبی می افزايد: «سن مارتينSaint-Martin (1802-1896)جغرافيدان قرن 17 ميلادی، نخستين فردی بود که نام «هزاره» را با مکانی به‌نام«هو-سا-له» تطبيق داد، که به عقيده وی، با شهر غزنه کنونی در افغانستان مرتبط بود .او اين ارتباط را بر اساس مطالعات جغرافيايی و تاريخی خود مطرح کرد.» (19)

پژوهشگران باستان از کشور هزاره، از سرزمين هزار نام برده اند و حتی امپراتوری ها را به‌نام هزاره پيوند داده اند. الفريد چارلز اگوست فوشه (1952=1865) گفته است که «ديگر اينکه کشور هزاره يکی نيست، بلکه دو کشور هزاره موجود است يکی آنکه در بالا از آن بحث شد* و ديگری در طرف ديگر بريدگی ناشی از معبر شمال غربی در کوه های که در ساحل چپ انحنای بزرگ رود را احاطه کرده اند، بنابراين مجاور با بلتستان و لاداخ می باشد (20)

فوشه می نويسد: «فقط وقتی به سرچشمه‌ی رود هيرمند می رسيم، منظره قلل مرتفعی که در تمام سال برف روی آن را پوشانيده پيدا می شود. اما اهميت اين راه برای مسافر، اعم از اينکه نژاد شناس باشد يا نباشد، اين است که از سراسر ناحية هزاره عبور می نمايد. اين قبيله هم از حيث نژاد هم از حيث ظاهر و اخلاق و عادات، اختلاف غريبی با قبايل ديگر افغانستان دارد.به محض اينکه مسافری وارد «هزاره‌جات» مي‌شودمتوجه می گردد که سکنه آن چندان زياد هم نيستند مانند مغول ها چشمان متمايل به طرف پايين و گونه های برجسته دارند و ريش آنها کم پشت است.»(21)
فوشه می افزايد: «در اين موقع سال کارگران هزاره از هر طرف بسوی دهات فقير خود برمي‌گردند و از رهايی گرمای جلگه های پست بسيار خوشحال اند. در هر جا که شيب کوه اجازه بدهد با گاو آهن بدوی حتی در کنار برفی که در حال آب‌شدن است مشغول کار می شوند، و زمين ها را برای کشت جو مهيا می نمايند. در مقابل هر خانه کارگاه بسيار ساده ای روی زمين کار گذاشته شده و زنی مقابل آن نشسته با پشم گوسفند قالی و پارچه های بسيار ضخيم می بافد. تمام اين امور را همه مردم می دانند ولی توجيه وجود يک قوم به اين غرابت در قلب جبال مرتفع افغانستان بسيار مشکل است. البته مدتی است که اين مسئله را به طريق ساده ای حل کرده بودند. می گفتند بدون هيچ شک مردم هزاره از قبايل مغول ميباشند، بعلاوه هزاره در زبان فارسی به معنای «هزار» است، و چون چنگيز لشکريان خود را به دسته های هزار نفری تقسيم می کرد، بنابراين ابوالفضل نويسنده تاريخ اکبر شاه اظهار نموده است که اين مردم کوهستانی قسمتی از لشکريان چنگيزند که در آن محل باقی مانده اند. تمام نويسندگان بعد از او هم اين مطلب را تکرار نموده اند، بدون اينکه از خود سوال کنند چگونه يک فوج هزار نفره از لشکريان چنگيز در ميان اين کوه های سخت به حال خود واگذاشته شده اند و چگونه ملتی را تشکيل داده اند؟ برای اينکه اين مطلب را تا اندازه ای به حقيقت نزديک کنند لازم ديده اند ابتدا ثابت کنند که اين ناحيه تا قرن هفتم هجری غير مسکون بوده است. ولی متأسفانه کاملا برعکس اين مطلب به ثبوت رسيده است. خوانندگان بخاط دارند که در اوايل قرن اول هجری «هيوان تسانک» همراه يکی از پادشاهان افغانستان که در اطراف کشور خود گشتی می زد، تا هم ماليات عقب افتاده را وصول کند هم قدرت مرکزی را به قبايل اطراف خود نشان بدهد، از اين نقطه نيز عبور کرده است. وقتی مسافر مزبور به اتفاق کاروان شاهی وارد هزاره‌جات می شود، هوای سرد و خلق ناهنجار را که حتی زبان شان با زبان همسايگان اختلاف داشت ياد ي‌نمايد و به همين طريق از قيافه چينی مآبی که امروز هم مردم اين ناحيه دارند، تعجب مي‌کند. همانطوری که مسافر انگليسی «مورکرافت» که مستقيماً از لاداخ می آمده وقتی به هزاره‌جات رسيده اظهار نموده که در کوه های افغانستان همان مردمی را مشاهده کرده که در تبت شرقی ديده بود. از اينهم بالاتر اينکه 1000 سال پيش از مسافرت هيوان تسانگ اسکندر ناچار شد از جنوب به طرف شمال از جبال افغانستان عبور نمايد. مورخان او می نويسند که اسکندر يک نوع «بربرهای» تازه ای مشاهده کرد که از ديگران بسيار سرکش تر بودند. شرحی که کوينتوس‌کورتيوس از خانه های گلی آنها می دهد با آنچه مسافری به‌نام «فرير» نقل مي‌کند، و آنچه امروز هر مسافری می تواند به چشم خود ببيند کاملا تطبيق می نمايد.(22)
در اين راستا، مقايسه تطبيقی ميان توصيفات هيوان تسانگ و واقعيت های فرهنگی ـ معيشتی معاصر مردم هزاره، شواهد محکمی بر پيوستگی تاريخی اين قوم ارائه می دهد:

نکته اول: بقای عناصر فرهنگی باستان: يادآوری هيوان تسانگ از گياه زردچوبه (يو-کين) در منطقه هوساله (هزاره)، نشان‌دهنده يک پيوستگی زيست محيطی و فرهنگی است. استفاده از ريشه‌های اين گياه در آشپزی سنتی هزاره، حتی تا نسل‌های اخير و در دورافتاده‌ترين مناطق کوهستانی، نمونه‌ای ملموس از حفظ جزئيات فرهنگی-تاريخی است که قدمت سکونت اين قوم را تأييد مي‌کند.

نکته دوم: پيوستگی ميراث آموزش و مقاومت. علاقه‌مندی به يادگيری، که هيوان تسانگ از آن در هوساله ياد کرده، در ميان مردم هزاره ها به صورت يک ميراث فرهنگی حفظ شده است. اين پيوستگی در تلاش‌های امروزی آنان برای تحصيل، از برپايی صنف‌های صحرايی در کوهستان ها تا برگزاری امتحان کانکور بر روی برف، نمودار است. مهم‌تر آنکه، اين علاقه وافر به آموزش، به‌عنوان شاخصی از هويت قومی، مکرراً هدف حملات تروريستی و انتحاری قرار گرفته است؛ با اين حال، اصرار اين مردم بر بازگشت به ويرانه‌های همان مدارس برای ادامه تحصيل، قوي‌ترين دليل بر مطابقت کامل اين خصيصه فرهنگی با توصيفات باستانی است.

برف، آموزش، امتحان و سختکوشی در هزارستان

نکته سوم: پيوند معيشتی با سرزمين و غصب سيستماتيک: اشتغال به زراعت گندم، و پرورش گوسفند و اسب (تربيه گوسفند و اسب) که هيوان تسانگ به آن اشاره مي‌کند، همواره از پيشه‌های اجدادی هزاره‌ها بوده است. آن‌ها حتی پس از رانده شدن از دشت‌ها به کوهستان، توانستند منابع معيشتی خود را از طبيعت استخراج کنند. با اين حال، اين پيوند معيشتی و مالکيت سنتی بر سرزمين، با دستور عبدالرحمن خان مبنی بر اعلام هزاره‌جات به‌عنوان علفچر کوچي‌ها، مورد خدشه قرار گرفت. اين اقدام نه تنها يک غصب اقتصادی، بلکه يک جزء ساختاری و ماندگار نسل‌کشی است که هدف آن سلب مالکيت و نابودی منابع حيات گروه قومی بوده است.

نکته چهارم: هيوان تسانگ لباس عمده ساکنان هوساله را پوستين و لباس های که از پشم ساخته مي‌شدخوانده است. پس صنعت پوستين دوزی و بافندگی از اشتغال نياکان هزاره بوده که به هزاره ها به ميراث مانده است. صنعت پوستين دوزی و بافندگی در هزاره‌جات از چند قرن به اين سو موجود بوده که به‌تدريج به جاهای ديگر به‌ويژه کابل مروج شده است. بَرَک يکی از لباس های کهن مردم هزاره است که قدامت خيلی ديرينه دارد. بَرَک از پشم گوسفند ساخته مي‌شود و لباس ضخيم و گرم است. همانطوری که هيوان تسانگ هوساله را دارای طبيعتی ناهموار و کوهستانی با آب و هوايی سرد و خشن توصيف کرده، گفته بود که «لباس‌ها عمدتاً از پوست و پشم ساخته مي‌شوند که برای اين منطقه مناسب‌ترين باشد»، چنين وضعيت سخت طبيعی آن منطقه ساکنان آن را مجبور به ساخت لباس های گرم می کرد که حالا به‌نام بَرَک هزارگی ياد می شود. اين لباس معلول همان هوای سرد و خشن هوساله، شغل های تربيه گوسفند، پوستين دوزی و بافندگی است حالا در بافندگی بَرَک ديده می شود.

لباس های گرم برک هزارگی سابقه تاريخی دارد که در عصر حاضر هم از توليدات مردم هزاره است.

نکته پنجم: استمرار آوارگی تحميلی و پناه در کوهستان: گزارش هيوان تسانگ مبنی بر زندگی مردم در «غارهايی که در دامنه کوه‌ها کنده شده‌اند»، با زندگی باستانی و معاصر هزاره‌ها هم‌خوانی دارد. اين سبک زندگی از پايتخت‌نشينی به غارنشينی، نتيجه آوارگي‌های مداوم و تحميلی ناشی از تهاجمات خارجی بوده و اکنون نيز آثاری از آن در اطراف پيکره‌های بودای باميان مشهود است. اين موضوع به طور ضمنی بر سلب امنيت و سرزمين از اين قوم در طول تاريخ دلالت دارد.

نکته ششم: استقامت دينی و هدف قرار گرفتن ميراث: توصيف هيوان تسانگ از «سرسخت بودن، محکم بودن به مذهب و دين» در هوساله، در دوران معاصر در ميان هزاره‌ها مشهود است. اين استقامت نه تنها در حفظ باورهای مذهبی (از جمله تقيه صدها ساله اسماعيليان)، بلکه در حفاظت تاريخی از ميراث فرهنگی ـ دينی منطقه (مانند پيکره‌های بودای باميان) نيز منعکس است. تخريب عامدانه اين آثار توسط رژيم طالبان، نشان‌دهنده حمله مستقيم به ريشه‌های فرهنگی و تاريخی گروه هزاره، به‌عنوان بخشی از ابعاد نسل‌کشی فرهنگی است.
با وجودی که هزاره ها مسلمان شيعه مذهب هستند، در امتداد سده ها از پيکره های بودای باميان نگهداری کردند، اما طالبان در مارچ 2001 م، اين آثار گران بها را تخريب نمودند.

نکته هفتم: صداقت درونی و فقدان خشونت سازمان‌يافته: توصيف هيوان تسانگ از «شخصيت سرسخت، ساده و صادق» ساکنان هوساله، با رفتار اجتماعی و اخلاقی هزاره‌های امروز مطابقت دارد. اين گروه قومی، با خصلت ديگرپذيری و عدم نفی اقوام ديگر، در طول تاريخ معاصر سهمی در خشونت‌های فراگير نداشته‌اند. هيچ هزاره‌ای در قالب عامل انتحاری ظاهر نشده و اين مردم از عضويت در گروه‌های افراطی و خشن نظير طالبان، داعش و القاعده برکنار بوده‌اند. اين صداقت درونی و اتکای اقتصادی بر «عرق‌ريزی و زحمت شخصی» آن‌ها را به هدفی سهل‌الوصول برای خشونت‌های سيستماتيک و غارتگري‌های مبتنی بر حسادت و تنفر قومی تبديل کرده است.

هزاره ها از کارگر ساده تا جنرال از نتيجه زحمت و استعداد خود شان زندگی کرده اند و هرگز به افراط گرايی و حذف ديگران مبادرت نورزيده اند.

نکته هشتم: عوامل سرزمينی و جغرافيايی: از آنجا که گردشگران، تاريخ نگاران و باستان شناسانِ باستان مانند هيوان تسانگ، کلوديوس بطلميوس، کوينتوس‌کورتوس ساکنان سر زمين های «فن ين نه» (باميان)، هوسانه (غزنه)، اوزاله يا اوزانه (ارکوزيا، هريرود و پاراپاميزاد) را با ويژگی های تشريح کرده اند که با مردمان مناطق همجوار تفاوت دارند، همين تفاوت تا قرن نزدهم تا حدی حفظ شده بود، تا اينکه در اواخر قرن نزدهم ميلادی و اوايل قرن بيستم بعد از قتل عام و بی جای سازی گسترده هزاره ها توسط امير عبدالرحمن، اين سرزمين ها دستخوش تغييرات شد، اما تا اکنون در باميان، غزنی، کوه های پاراپاميزاد (هندوکش) هزاره ها طوری زندگی می کنند که ساکنان اصلی اين مناطق بوده اند و تاريخ ورود شان در اين سرزمين ها متعلق به زمانه های نامحدود نامعلوم است. اما کسانی به صفت ناقلين به اين سرزمين ها آمده اند، تاريخ ورود شان محدود و معلوم است.

شايد سوال شود که چرا هزاره ها غار نشين و کوه نشين و فقير باقی ماندند و ديگران به پيشرفت و ترقی رسيدند. پاسخ روشن است که در چند سده مورد تاخت و تاز ديگران بوده، کشته شده، بی جا شده، تحقير شده و نسل‌کشی شده، به انزوا کشانيده شده و از پايتخت نشينی به کوه نشينی و از کوه نشينی به مغاره نشينی سوق داده شده و حالا هم کشتار هزاره ها ادامه دارد.

اين بود استدلال من درباره‌ی تطابق خصوصيات ساکنان هوساله در قرن هفتم ميلادی با خصوصيات هزاره های امروزی.
اکنون به بحث اصلی برميگرديم.

حيدرعلی جاغوری در کتاب «هزاره ها و هزاره‌جات باستان در آئينه تاريخ» به قول از «دايرة المعارف يا فرهنگ دانش و هنر» می نوسيد: «کوروش کبير حکمران مقتدر هخامنشی برای فتح حکومت های جداگانه شرق ايران به لشکر کشی پرداخت و به مقاومت دلاوران مردمان اين سرزمين مواجه گرديد. کوروش در اين جنگ ها زخمی شد، گرچه توانست ايالات متفرق و خصوصاً ستاگيديا (بخشی از هزاره‌جات امروزی) مرکز مقاومت را فتح کند ولی خود از زخمی که از دست قبيله دهاتی (ترک و مغل) برداشت کشته شد و در کنار دريای مرغاب به خاک سپرده شد.» (23)

هنری جورج راورتی در ترجمه کتاب «طبقات ناصری» تأليف سراج الجوزجانی از زبان عربی به انگليسی در صفحه های 106-109 جلد دوم اين کتاب حمله چنگيز خان در سمرقند، بخارا، خوارزم و غرجستان را تشريح کرده است که قبل از تهاجم چنگيز خان در اين مناطق افراد تُرک و مغول زندگی داشته و با لشکر چنگيز خان جنگيده اند و خسارات و تلفات زيادی را متحمل شده اند.(24)

«سکندر با هجوم سوارکاران تحت رهبری اش در سال 3301 ق م فکر حکمرانان جدا از يکديگر ، پراگنده و غير متمرکز در اين سرزمين را به زودی از ميان بر ميدارد ولی برعکس زمانی که به طرف شمال رهسپار بود تا به جيحون (آمو) برسد در نواحی صعب العبور به مقاومت دور از فکر خود مواجه گرديد. مورخين همراه وی چون بطلميوس می نگارد که « سکندر در گذشتن به شمال يک نوع خارجيان (انسان های) جديد را ديد که بی نهايت سرکش بودند و در پناه خانه های گلی می زيستند.(25)

درباره‌ی باورهای دينی مردم هزارستان باستان هم پژوهشگران باستان و هم محققان معاصر بر مبنای اسناد تاريخی معلومات زياد را بيان کرده اند. حيدرعلی جاغوری نوشته است که «در اوايل قرن دوم ق م الی قرن پنجم ميلادی هزاره‌جات و شهر های تاريخی و مذهبی و مراکز سياسی آن در تمام دنيا از شهرت خاصی برخوردار بود. هزاره‌جات مرکز اعتقادی دين بودايی (بزرگترين دين مردم علم) و يکی از مراکز سياسی عهد کوشانی، شاهان زاولی و امرای محلی بود. بدين لحاظ اين کانون مذهبی، اعتقادی و سياسی توجه اکثريت علما، دانشمندان و مبلغين مذهبی، تجاران و راهبان، زائرين و سياحان دنيا را به خود جلب می نمايد. (26)

جاغوری می افزايد که «در عصر امپراتوری آشوکا بزرگترين مروج و مبلغ دين بودايی در هند ترويج دين بودايی در هزاره‌جات امروزی نيز توسط مبلغين بودايی صورت گرفته بود. اما با ايجاد امپراتوری کوشانی دين بودايی بر علاوه هند در اين سرزمين نيز پشتوانه دولتی پيدا کرد و انتشار آن سرعت بيشتر گرفت، معابد و پرستشگاه ها ايجاد گرديد و در عهد کنيشکا کبير در سال های 120- 160 م مجسمه های اصنام تاريخی باميان (بت های 53 متری و 35 متری) بنياد گذاشته شد.» (27)

حسين نايل به نقل ازمايکل وير چنين ميگويد: «از نظر زبانشناسی، هزاره ها و مغولهای افغانستان به هم ديگر رابطه و قرابت تکوينی و پيدايی ندارد...قبل از مهاجمين در هزاره‌جات متوطن بوده‌اند و منشأ خيلی قديمي‌تر دارند که امروز قابل تشخيص نيست.(28)

«نظريه جوزف فرير بر اساس توضيحات مورخ يونانی کوينتوس‌کورتيوس (تمدن ايرانی، 438) در مورد نبردهای اسکندر کبير و سفرهای زمستانی او به اين مناطق بود. او استدلال بيشتری بر اساس آن توضيحات در مورد ساکنان افغانستان مرکزی در آن زمان ارائه می دهد. با توجه به شباهت چهره و فرهنگ و آداب و رسوم آنها، اين افراد جد هزاره‌های فعلی افغانستان بودند.»(29)

نظريه بومی بودن هزاره ها، توسط محقق فرانسوی « فرير» در قرن نزدهم ارائه شد. به نظر وی هزاره ها زمان سکندر کبير در افغانستان می زيستند. او به‌عنوان شاهد اين نظريه، جنگ های اين زمان توسط مورخ يونانی «کوينتوس‌کورتيوس» درباره‌ی خط سير اسکندر به طرف افغانستان مرکزی را نقل قول کرده است و با استناد به اين گزارش های جنگی سعی ي‌نمايد تا ثابت کند که مردمان وصف شده در آنها نياکان هزاره های کنونی بوده اند. (30)

کلوس فرديناند عضو هيئت علمی دنمارکی در افغانستان ( 1953 = 1955) درباره‌ی بي‌جاسازی اجباری هزاره از سرزمين شان نوشته است: «به نظر می رسد که از زمان به قدرت رسيدن احمد شاه بابا درانی يا ابدالی(1747-1773) يا طبق نظريه راورتی کمی زودتر از آن بود که هزاره ها به سمت کوه های شکال غربی رانده شدند. قبلاً مرز های هزاره خيلی به قندهار نزديک شده بود، اما طی سال های 60 تا 70 آن خيلی نامشخص گرديد تا اينکه رقم قابل توجهی از قبايل افغان ها در آنجا مقيم شدند، تعداد از آنها يا همه شان سرانجام آنجا را از هزاره ها گرفتند، اين موردی است که در رابطه با داهله (حوزه رود ارغنداب در جنوب جاغوری)، تيری (شمال قندهار)، و غيره، حتی در شمالی ترين نقطه ارزگان در دايه و پولاد و گيزاو (گيزاب) تا شمال غربی هلمند صادق است.» (31)

لويس دوپری (1924-1989) باستانشناس امريکايی در بحثی درباره‌ی گروه های قومی در افغانستان می نويسد که هزاره ها «برخلاف باور عمومی، از نوادگان ارتش چنگيز خان نيستند. تيپ فيزيکی اوليه: مغولی، با کمی ترکيب مديترانه‌ای در مناطق خاکستری* قومی مطابق است.» (32)

هنری والتر بليو در فصل دوم کتاب خود کوشش کرده است که مناطق باستانی هزاره را مناطق يهودی ثابت کند .(33) اين گونه روايت های غير مستند اغلب تلاشی مرموز برای انکار از تاريخ هزاره و اصالت قومی آنها بوده و می تواند با سرنوشت مصيبت بار مردم هزاره و نسل‌کشی دوامدار پيوند داشته باشد. اين نظريه بليو به تقويت تعدد و کثرت نظريات برای مغشوش سازی تاريخ هزاره ها کمک مي‌کند.

وليهم کر فريز تيتلر 1886-1963) پژوهگر انگليسی گفته است که «هزاره ها در قرن 19 يکصد و ده هزار مرد جنگی داشتند. آنان مردمی اند: درست کار، با شجاعت، نيک طبع، ساده، خدمت کاران ممتاز، سربازان درجه يک و کارگران شادی هستند.» (34)

او همچنان اظهار داشته است که «بعضی از آنها (هزاره ها) از عهد باستان خيلی دور پيش از آمدن آريايی ها باقی مانده اند، مثلا در ميان هزاره ها دسته کوچک بربری هستند که از ريشه دراويدی می باشند.» (35)

مطابق پژوهش اکادمی علوم قزاقستان در نوشته به‌نام«هزاره های افغانستان»، جغرافيای هزاره‌جات (هزارستان) قرار ذيل تشريح شده است. «موقعيت فشرده مساحت تاريخی هزاره ها در افغانستان، عبارت از هزاره‌جات است که در امتداد کوه های مرکز افغانستان تا قسمت شرق کوهستانات ايران ادامه دارد. در دوران پارس ها و يونانی ها اين منطقه قسمتی از پاراپاميزاد (هندوکش) بود.

مرز های دقيق هزاره‌جات از شهر های کابل، غزنی، قلات در شمال غرب تا بلخ و اندراب در غرب تا هرات اما مشکل است که آن را دقيق تعيين کرد. پژوهشگر مشهور روسی جنرال سنيسرف مرز هزاره‌جات را قرار ذيل مشخص کرده است. «مرز شرقی اين منطقه از نصف النهار ونی عبور مي‌کند. مرز غربی آن در نصف النهار ميان مرغاب و ميمنه موقعيت دارد. مرز شمالی آن از کانال عرضی خط‌الرأس بند ترکستان ميگذرد. مرزجنوبی آن موازی با شهر غزنی است. در قسمت بزرگ اين منطقه بزرگ هزاره ها و در غرب آن ايماق ها زندگی دارند که مرز دقيق ميان آنها ذکر نشده است.» (36)
سنسيرف اندری افگينويچ، تاريخ نگار روسی گفته است که «پژوهشگران مشهور در عصر حاضر ولايت های باميان، وردک، غزنی، ارزگان، بغلان، سمنگان، بلخ، پروان، دايکندی و غور را يا قسمت های آن را مربوط به هزاره‌جات می دانند.»(37)
ويکتور کارگون افغانستان شناس روسی (1940-2014)م می نويسد که «پيداست، همين گونه، امپراتوری درانی را که پس از فروپاشی امپراتوری نادر افشار به دو بخش خاوری و باختری، پديد آمد؛ نيز نمی توان خواند. در واقع، مرزهای امپراتوری درانی بيشتر با «افغانستان» مرزهای خراسان تاريخی- هر چند هم نه به گونه کامل- همخوانی داشت و کشور افغانستان کنونی تنها بخشی از آن است نه کل آن. از سوی ديگر، پس از فروپاشی امپراتوری درانی، با برافتادن زمان شاه ابدالی با کارروايی های انگليس از پشت پرده، سرزمين های برجا مانده از اين «بيگ» و «مير نشين « ،» سردار نشين « و « خان نشين» و «امپراتوری به چند سردارنشين» » تقسيم گرديد که در ادبيات سياسی جهان بيشتر به‌نام«نشين» شناخته می شوند. از همين رو، اين تاريخ را سر آغاز های افغانی شمردن درست نيست.» (38)
کارگون می نويسد که «با اين همه، افغانستان که همچنان تا به امروز گروگان بوده است، هرگز نتوانسته است پا فراتر از قربانی شدن « بازی بزرگ» بگذارد. (39)

الکساندر برنس (1805 ـ 1841) ديپلمات بريتانيايی بود که از عوامل اصلی بازی بزرگ در منطقه آسيای مرکزی به شمار مي‌رفت او در کتاب «ماموريت کابل» گروه های قومی هزاره را تشريح کرده، موجوديت هزاره ها را پيش از تهاجم چنگيز خان مي‌داند و می نويسد که در جنوب اين نواحی، و بين کابل و هرات، منطقه کوهستانی هزاره‌ها، يا به اصطلاح، هزاره‌جات، قرار دارد.» (40)

او درباره‌ی مستقل بودن هزاره‌هاگفته است که «هزاره‌های دايزونگی تقريباً مستقل هستند، هزاره‌های دايکوندی نيز کاملاً مستقل هستند. در قره‌باغ، آنها به دشتی فراتر از جاغوری، بهسود و فولادی سرازير مي‌شوند. هزاره‌های تاتار و حبوش بين باميکان و کندوز قرار دارند. همه اينها شيعه هستند، به جز هزاره‌های زير هرات و نيمی از آنها که در غوربند زندگی مي‌کنند.» (41)”

برنس اظهار داشته است که «هزاره‌ها نژادی خوش‌خلق هستند؛ اما توسط تمام اقوام مهاجر مورد ظلم و ستم قرار مي‌گيرند.» (42)

افغانستان شناسی روسيه به مراتب نو و کم تجربه نسبت به کشور های غربی بوده که ولاديمير بويکو افغانستان شناس روسی (1938-2015) اين حقيقت را چنين تشريح کرده است: «اولين گام برای از سرگيری کار تحقيقاتی در مورد افغانستان در دوران شوروی، آماده‌سازی يک سفر علمی ويژه به افغانستان بود - ابتکاری که توسط گروهی از اساتيد باتجربه از مدرسه پيش از انقلاب، از جمله د. آنوچين، آی. بوروزدين و ديگران، ارائه شد. در پايان اوت 1922، هيئت رئيسه انجمن علمی شرق‌شناسی سراسری روسيه کميسيونی را برای آماده‌سازی سفر اکتشافی افغانستان تشکيل داد و در تابستان 1923، مجموعه‌ای از مقالات مروری درباره افغانستان، حاوی مطالبی با ماهيت تاريخی و قوم‌نگاری، منتشر شد.» (43)

يعنی شرق شناسان و افغانستان شناسان روسيه بيشتر به شناخت ساختار های قومی دلچسبی داشته اند.
سنسيرف اندری که در بالا از وی نام برده شد نوشته است که «ادبيات اصلی درباره افغانستان تقريباً تماماً از ادبيات انگليسی به ما منتقل شده است. هر آنچه به زبان‌های آلمانی و فرانسه در مورد افغانستان وجود دارد، بازخواني‌هايی از ادبيات انگليسی است که به اندازه کافی فراوان است.»(44)

حتی واسيلی ولاديميرويچ بارتولد (1869-1930) تاريخ نگار روسی که مخالف سرسخت باستانی بودن تاريخ هزاره ها پيش از چنگيز خان است، از اکثريت بودن و مقتدر بودن هزاره ها نتوانسته است انکار کند. او درباره‌ی اکثريت بودن و مقتدر بودن هزاره می نويسد: «هزاره ها در اين زمان (در حدود صد سال) پر جمعيت ترين و مقتدرترين قوم اين مملکت(افغانستان) و در شمال و جنوب سلسله های عمده جبال سکونت دارند.»(45)

نجيب مايل هروی متولد سال 1329 هجری در هرات، درباره‌ی گونه زبان هزاره ها می گويد: «گونه فارسی هزاره ای از اصيل ترين و کهن ترين خصيصه های مربوط به زبان فارسی برخوردار است، به طوری که خصيصه های معمول در گونه های فارسی سده چهارم و پنجم را دارا می باشد.» (46)

حسين يزدانی گفته است که «من ترديدی ندارم که هزاره ها از نژاد زرد و شاخه مغل می باشند و نيز ترديدی ندارم که اغلب شان حتی قبل از اسلام در افغانستان بوده اند. پس آنچه که در افواه مشهور است که اينان از بقايای سپاه چنگيز خانند، حقيقت ندارد.» (47)

شيرمحمد خان گنداپور با تُرک و مغل خواندن هزاره، نظريه «هزاره از بازماندگان چنگيز خان است» را رد مي‌کند. او با تشريح مفصل در دو صفحه کتاب «تواريخ خورشيد جهان» زير عنوان «مجمل حال قوم هزاره که در کوهستان مابين کابل و هرات»، تاريخ مردم هزاره را پيش از تهاجم چنگيز خان ثابت می کند.»(48)

تنها عنوان اين بخش از کتاب شيرمحمد خان گستردگی جغرافيای هزاره را از کابل تا هرات نشان می دهد.
مير محمد صديق فرهنگ در موجوديت مردم هزاره در غرجستان را تأييد می کند، اما معتقد است که هزاره ها برخی از جانشينان چنگيز نيز در ميان آنها جابجا شده اند. اين هم نوع ديگری از کثرت و تعدد نظريه ها درباره‌ی تاريخ هزاره است. او گفته است که «در کوهستان مرکزی خراسان که به‌نام غور، غرجستان يا مطلق جبال ياد می شود، مردمان ديگری به‌نام هزاره و نکودری جاگرفته که بعضی پيش از هجوم مغلان به اين خطه وارد گرديده و برخی در اثر لشکرکشی چنگيز و جانشينان او در آن جاگزين شدند. اينان با مردم محل که تاجک آميخته با ترک بود و امرای آل شنسب و سلاطين غوری از بين ايشان ظهور کرده بودند، آميزش يافته زبان آنها را با مخلوطی از لغات ترکی و مغلی قبول کردند و خود شان به‌نام هزاره وطن شان به هزاره‌جات شهرت يافتند. در قرن پانزدهم هزارگان در اثر مساعی دعات شيعه، مذهب مذکور را پذيرفتند حالی که بخش بيشتر مردم خراسان سنی مذهب بودند.» (49)

مير غلام محمد غبار گفته است که «بيش از يک مليون نفوس زحمت کش و کارکن هزاره که از هجوم چنگيز خان اين طرف زير ضربات خارجی و داخلی واقع شده بودند، برای اعاشه و تفريح عده ای انگشت شمار ارباب و مير و بيگ و روحانی جان ميکندند. فيودال های مسلط اين منطقه، با اطاعت و تاديه ماليات بدولت های مرکزی افغنستان برای حفظ قدرت منطقوی خود تا اواخر قرن نزدهم در مقابل تسلط مستقيم دولت مرکزی مقاومت سرسختی نشان دادند.(50)
پروفيسور شاه علی اکبر شهرستانی درباره‌ی موقعيت جغرافيايی و اداره سياسی غرجستان می نويسد: «اين منطقه کوهستانی (غرجستان) که با کوه های بلند و صعب المرور محاط است، از هر جانب مسدود، و دارای ابواب آهنين است و هيچ سلطانی بران فرمانروايی نکرد و سلطانان را بر آن راهی نبود و مقامی هم برای سلطان وجود نداشت و از ايام قديم با امرای محلی يعنی «شار» اداره ميگرديد.» (51)

تاريخ نگاران افغانستان زمانی در نوشته های شان از ستاگيديا، اراکوزيا، پاراپاميسوس نام می برند، واژه های هزاره‌جات يا هزارستان را به دنبال آنها در داخل قوس می نويسند. اين کار حتی توسط تاريخ نگارانی تکرار مي‌شودکه مخالف بومی بودن هزاره ها در مناطق نامبرده هستند که مثال آن ميرغلام محمد غبار است.(52)

اکنون با مطالعه و مقايسه نظريه های گوناگون در تاريخ مردم هزاره، پرسش جدی مطرح مي‌شودکه چرا تا اين حد تعدد و کثرت وابهام نظريات درباره‌ی تاريخ هزاره ساخته شده است؟

پاسخ اين است که توليد روايت های متناقض و مبهم درباره‌ی تاريخ هزاره، خود بخشی از سازوکار نسل‌کشی فرهنگی و ابزاری برای انکار از باستانی بودن است. در طول تاريخ اين نظريه ها مانند «بقايای سپاه چنگيز بودن» به صورت هدفمند و سيستماتيک ساخته و ترويج شده اند تا: حق مالکيت بر سرزمين اجدادی(هزارستان) را سلب کنند؛ انزوای قومی و نژادی هزاره را در منطقه توجيه کنند؛ خشونت سيستماتيک و غصب سرزمين را به‌عنوان «تصفيه حساب با مهاجران» يا «مجازات شورشيان» مشروعيت بخشند.

نظريه های وجود دارد که گفته می شود: هزاره ساکنان بومی سرزمين شان هستند، هزاره بازمانده از سربازان چنگيز اند، هزاره ها تُرک و مغل اند، هزاره ها تبتی هستند، هزاره تاجک هستند، هزاره ها از نسل آريايی بايد باشند، هزاره بقايای دراويدی ها می باشند، هزاره در افغانستان وجود ندارد و غيره.

به باور من اين تعدد نظريه ها نوعی تاريخ سازی برای مغشوش کردن تاريخ هزاره است که می تواند به نسل‌کشی مردم هزاره مرتبط باشد. نسل‌کشيی که در بيش از 130 سال دوام دارد و بدون شک دست هايی در عقب آن ديده می شود. (53)

چيزی که اين شک را به واقعيت تبديل می کند اصرار بيش از حد نظريه ی است که گويا هزاره ها از بازمانده های سربازان چنگيزند. افراد و حلقاتی که به اين نظريه تأکيد افراطی دارند، دارای تعلقيت های کشوری، ملی و قوميی هستند که به منافع شان با بود و نبود قوم هزاره وابسته است. آنها با داغ ساختن اين نظريه که گويا هزاره ها اولاده چنگيز اند، آنها را ظالم و بيگانه معرفی کرده، زمينه های دوری و تجريد آنها را اقوام ديگر مساعد می کنند.

چرا عده ای به نظريه يک شيخی از هندوستان به‌نام ابوالفضل علامی دگنی که در سال های (1551ـ 1602) ميزيسته، بی حد علاقه مند هستند.(54) در حالی که صد ها سال پيش از نظريه ابوالفضل و صد ها سال بعد از آن نظريه های خلاف وی توسط پژوهشگران بلند پايه کشور های غربی و شرقی به طور تخصصی طرح و بررسی شده اند که اساسات علمی و تاريخی قوی تر، مستدل، معتبر تر و منطقی تر را دارند. بايد يادآور شد که اظهارات ابوالفضل به مثابه يک نظريه، قابل درک است و نگرانی ندارد، اما تأکيد بيشتر بر آن مفهوم ديگر را دارد. تُرک و مغل بودن هزاره ها غالب ترين نظريه درباره‌ی تاريخ اين قوم است، اما اين معنی را ندارد که هزاره ها بازمادگان سربازان چنگيز خان باشند.

موضوع بسيار در خور توجه درباره‌ی تاريخ نويسی برای هزاره ها، اقليت سازی هزاره و اکثريت سازی اقليت های ديگر است. باز هم پرسشی است که چرا هزاره ها بايد اقليت تبليغ می شوند و ديگران اکثريت، با نسل‌کشی دوام‌دار مردم هزاره بی ارتباط نيست. اگر هزاره اقليت ناچيز باشد، چرا اين ادعا در يک سرشماری بين المللی در افغانستان ثابت نمی شود؟ چرا جامعه جهانی در بيست سال حضور نظامی اش نخواست در افغانستان پروژه سرشماری را تطبيق کند؟ آيا نمايندگی ملل متحد (يوناما) در افغانستان نمی توانست اين کار را بکند؟ بدون شک می توانست، اما نکرد. پس ادعای اقليت نشان دادن مردم هزاره نادرست و بی مورد است. اگر پشتون ها ادعای اکثريت را دارند، پس چرا در چند قرن حکومت های استبدادی و مطلق العنان شان سرشماری را در افغانستان اجرا نکردند. زيرا آنها معلوم شدن نفوس واقعی اقوام ديگر را به ضرر شان می دانند. اين حکومت ها از سرشماری در افغانستان جلوگيری می کردند.

سرنوشت مردمان سرزمينی که به‌نام افغانستان ياد شده توسط بيگانه ها نوشته شده و به دست استعمار انگليس جلو داده شده است. در اينجا از تبارز سياسی هر مردمی جلوگيری شده؛ خانواده ها، دودمان ها و گروه های قومی را بر شانه های اقوام ديگر سوار کرده و هر گاهی مردم اين بار را از شانه های شان انداخته اند، دوباره توسط بيگانه بر شانه های مردم گذاشته شده است که تا اکنون ادامه دارد. اجرا کننده های اين سياست گروه هايی را می سازند که سياست شان را بپذيرند و آن را عملی کنند، اما هزاره های بنابر خصلت قومی و مذهبی شان برای اجرای اين کار ها مساعد نبوده اند و شايد مزاحم هم احساس شده اند. دوام نسل‌کشی می تواند با اين ويژگی هزاره ها پيوند داشته باشد. تغيير و تقلب تاريخ در مورد هزاره ها و نسل‌کشی آنها در افغانستان به وضاحت ديده مي‌شودکه در فصل سيزدهم اين کتب زير عنوان «سکوت به مثابه کنش در نسل‌کشی مردم هزاره» تشريح شده است. (55)

هزاره ها در سال 1892 م

برعلاوه تغيير تاريخ، در موضوع مهندسی قومی، تغيير جغرافيا، سياست تغيير رژيم و تغييرات، ديگر در سطح جهانی نيز روز به روز علنی می شود. مثال روشن آن نسل‌کشی کرد ها است. مهندسی قومی نه تنها درباره‌ی هزاره ها، در مورد کرد ها نيز تطبيق شده است که داکتر کازيوا سالح پژوهشگر کردی ـ کانادايی اين موضوع را به طور مستدل، علمی و مستند تشريح کرده است. به کتاب «کلتور نسل‌کشی» رجوع شود.(56)

بی جا سازی، تنگ ساختن شرايط زندگی هزاره در افغانستان، جابه جايی ناقلين در سرزمين های آنها با مسايل بيان شده در نکات بالا بدون رابطه نيست.

موضوع مهم در سرنوشت مردمانی است که حالا به‌نام افغانستان ياد می شود. تغيير نام اين سرزمين ها است که تصادفی نيست. آيا خراسان نام مناسب نبود؟ اگر بود، چرا تبديل شد و اگر تبديل شد، چرا ترکستان يا هزارستان نشد . کسانی که کورکورانه اين موضوع را تابو و غير قابل بحث می دانند، کار ندارم، می خواهم موضوع مهم تاريخی را بررسی کنم و روشن بسازم که چرا نام های با پشتوانه قوی عقب زده شد و نامی را که مردم اين سرزمين با وی آشنا نبودند و تا حال تاريخ آن روشن نيست، بالای مردم تحميل شد. زمانی که نام خراسان را به افغانستان تبديل می کردند، کدام اقوام بر اين سرزمين تسلط داشتند و در اين جا زندگی می کردند؟ پاسخ اين است که اين سرزمين بيشتر از همه به دست اقوام تُرک ـ مغل و تاجک بود. مناطق خود مختار به‌نام‌هايترکستان و هزاره‌جات (هزارستان) وجود داشتند که هر کدام مانند يک کشور عمل می کردند. پس چرا نام های ترکستان و هزارستان به تابوهای نامقدس و نام افغانستان به تابوی مقدس تبديل شد؟ روشن است که دست هايی در عقب اين برنامه های درازمدت قرار دارند که مهندسی قومی، تغيير جغرافيا و تغييرات مطلوب خود شان را از راه های پيشبرد جنگ، ترور و نسل‌کشی پيش می برند.

اگر يک برنامه هدفمند و دوامدار در عقب نامگذاری افغانستان نمی بود، افغانستان به‌نام خراسان باقی می ماند. اگر تغيير نام لازم می بود، نام های ترکستان، هزارستان و تاجکستان بر نام افغانستان تقدم داشت.

بصيراحمد دولت آبادی می نويسد که «تمامی مورخين معترفند که يکی از عمده ترين عامل قدرت گيری عبدالرحمن ساده انديشی ترکستانی ها بوده که از او حمايت نمودند تا او به قدرت رسيد.» (57)

جالب اينکه همکاری مردم ترکستان در به قدرت آمدن عبدالرحمن، موجب سرکوب نابودگر اين مردم در زمان قدرت وی شد.

صديق فرهنگ در اين مورد می نويسد: «هيچ کس از باشندگان ترکستان از قهر امير در امان نبود. قرار روايت معروف يک تعداد اشخاص به جرم آنکه به قول امير چشمان شان به اسحاق خان می ماند، بينايی شان را از دست دادند و سرزمين ترکستان به يک شکنجه گاه عظيم مبدل گرديد... يک تعداد مردم محلی که بيشتر ازبک بودند مجبور ساخته شدند تا محل بود و باش شان را در حواشی سرحد ترک نموده با خانواده شان به مناطق ديگر که امير تعيين کرده بود کوچ نمايند. زمين های آنها به قبايل خانه بدوش افغان مثل صافی، شينواری، مهمند، نورزايی داده شد.(58)

موضوع مهم و بررسی ناشده در تاريخ مردم هزاره اين است که اين مردم در امتداد سده ها همواره قربانی تمرکز قدرت بوده اند. هزاره به طور ذاتی آزاد، سرکش، دموکرات بوده، در خودمختاری زندگی کرده اند. آنها بيشتر هوادار تمرکز زدايی قدرت دولتی هستند. اما کشور های که برنامه های خود شان در افغانستان را دارند، اجرای برنامه های آنها تنها با تمرکز قدرت و بی ثباتی و جنگ ممکن می گردد. هزاره ها خواسته يا ناخواسته در مقابل اجرای تمرکز قدرت قرار می گيرند. قرار گرفتن در مقابل اجرای برنامه های زورگويانه، آنها را در جمع مردمان نامناسب برای کشور های منفعتجو قرار می دهد.

از سوی ديگر تمرکز قدرت و بی ثبانی به خشونت نياز دارد. هزاره ها خشن نيستند، مردمانی اند که مدنيت بر خشونت را ترجيح می دهند. با همين دليل است که کسی نمی تواند هزاره ای را سراغ داشته باشد که انتحاری باشد. اين خصوصيت نيز آنها را به کسانی که کار شان با خشونت، ترور و انتحار و انفجار متکی است، نامطلوب و مانع و مزاحم معرفی می کند. اين موضوع بدون شک زمينه های حذف اين قوم را از راه نسل کسی مساعد می سازد.

هزاره هراسی و هزاره ستيزی که در بحث نهم اين کتاب (شرح تئوريک نسل‌کشی و ابعاد گسترده نسل‌کشی مردم هزاره) تشريح شده است، جز ساختار روند نسل‌کشی مردم هزاره است. (59) هزاره هراسی نمی تواند بيش از يک صد و سی سال دوام کند، اگر دست نيرومند اجرايی ملی و بين المللی در عقب آن موجود نباشد.

امير عبدالرحمن در مدت هفت سال (1893 تا 1900) م، 60 تا 62 در صد مردم هزاره را کشت که بدون شک نمی توانست بدون رضائيت حاميان خارجی اش باشد. بعد از عبدالرحمن 78 سال در افغانستان دوره سکوت حکمفرما بود که در دل سکوت و تاريکی نسل‌کشی مردم هزاره به اشکال تدريجی، خاموشانه، غير مستقيم، پنهانی، از طريق تغيير دادن تدريجی قوميت، مذهب و زبان انجام مي‌شدکه اين موضوع در فصل دوازدهم اين کتاب تشريح شده است.(61)
بعد از استقرار حکومت های که به کشور غربی وابسته نبودند، در روند نسل‌کشی هزاره ها وقفه کوتاه پديدار شد، اما در دوره حکومت مجاهدين کشتار هزاره ها توسط دولت آغاز شد که همه مردمان جهان از وقوع اين جنايات آگاه اند. کشتار هزاره ها در افشار در 21 و 22 دلو 1371 هجری خورشدی (1992م) از مثال های انکار ناپذير اين جنايات است که شامل جنايات بين المللی اعم از نسل‌کشی، جنايت عليه بشريت و جنايات جنگی می شود.

طالبان که به کمک مالی کشور های غربی و عربی در پاکستان خلق شدند، در دو دوره حکومت شان که حکومت به آنها تسليم داده شده بود، هزاره ها و ازبک ها را کشتند، بی جا کردند و مناطق زيست آنها تنگ تر ساختند.
جالب اينکه حکومت های حامد کرزی و اشرف غنی احمد زی که به کمک مالی امريکا به‌نام «دموکراسی» فعاليت داشتند، مشتی از احزاب جهادی هزاره را در حکومت شان شريک ساخته، در يک فريب بزرگی که گويا هزاره ها در حکومت موجود هستند، در حضور چهل کشور دنيا، نمايندگی ملل متحد (يوناما)، نمايندگی اتحاديه اروپا، نهاد های حقوق بشری و نهاد های نام نهاد مدنی، صد ها هزار هزاره را کشتند، بی جا ساختند، و جنبش های مدنی و عدالتخواهانه هزاره را تار و مار کردند که سرکوب جنبش روشنايی در دوم اسد سال 1395 هجری خورشيدی(م2016) و انفجار صد ها عبادتگاه و نهاد های آموزشی مربوط به هزاره توسط افراد انتحاری که از پاکستان وارد می شدند، شاهد اين ادعاست.
در دوران بيست سال حضور کشور های غربی، موجوديت نمايندگی ملل متحد در افغانستان، هيچ کدام آنها واژه نسل‌کشی را در گزارشات، سخنرانی ها، متن کتاب های شان ذکر نکردند.

در دوره حکومت دست نشانده اشرف غنی احمدزی به اعضای عشاير و قبايل کوچک هزاره شناسنامه برقی را به‌نام قبايل شان ثبت می کردند. حتی کوشش مي‌شدکه با استفاده نادرست از افراد قدرت طلب و فاسد هزاره اسماعيلی را به‌نام«قوميت اسماعيلی» ثبت نمايند.

نتيجه‌گيری

اين تحليل به مثابه پيشينه، در چارچوب کتاب «شرح تئوريک نسل‌کشی و ابعاد گسترده نسل‌کشی مردم هزاره» اثبات مي‌کند که نسل‌کشی مردم هزاره يک روند تاريخی طولاني‌مدت است که ريشه در «طبع تسليم‌ناپذيری» ذاتی و خودمختاری ديرينه سرزمينی آن‌ها دارد. آسيب‌پذيری مردم هزاره تصادفی و ناگهانی نيست، بلکه نتيجه قرن‌ها هدف‌ گيری مداوم است.

حضور و هويت باستانی: از منابع باستانی متعددی برای اثبات يک پيوستگی تاريخی عميق بهره برده شده است تا روايت ساده‌انگارانه‌ای که هزاره‌ها را صرفاً بازماندگان لشکر چنگيز خان مي‌داند، غرض آلود و برنامه ريزی شده است. اين متن به هيوان تسنگ (قرن 7 ميلادی) اشاره مي‌کند که از شهر «هو-سا-لا» نام برده و مردم متمايزی را در باميان با زبان منحصر به فرد و ظاهر مغولی توصيف کرده است، و همچنين به کلوديوس بطلميوس (حدود 90 تا 168 ميلادی) که از «اوزآلا» ياد مي‌کند. اين منابع، اجداد هزاره‌ها را به «بربرهايی» پيوند می دهند که در مقابل اسکندر مقدونی مقاومت کردند؛ مردمی که متمايز، سرکش و ساکن خانه‌های گلی توصيف شده‌اند. شباهت‌هايی که توسط مسافران بعدی مانند فرير نيز مورد توجه قرار گرفته است.

خودمختاری جغرافيايی و مقاومت: هزاره‌ها از لحاظ تاريخی با سرزمين پهناوری که پاراپاميزاد و غرجستان (هزاره‌جات مدرن) را در بر مي‌گيرد، پيوند خورده‌اند و منابع (رودخانه‌های اصلی هلمند، ارغنداب، هريرود) را کنترل مي‌ کردند. تاريخ آن‌ها با تسليم‌ناپذيری در برابر نيروهای امپراتوری، از کوروش کبير تا ارتش انگليس، تعريف مي‌شود که اين نوشته آن را به‌عنوان ويژگی کليدی و محرک نسل‌کشي‌های بعدی شناسايی مي‌کند.

به حاشيه راندن سيستماتيک: مراجع تأييد مي‌کنند که هزاره‌ها هدف آوارگی و آزار و اذيت توسط «قبايل مهاجر» (برنس) قرار گرفته‌اند و به طور خاص از مناطق حاصلخيز مانند حوضه رودخانه ارغنداب (فرديناند) به سوی دامنه‌های غربی کوهستان رانده شده‌اند که اين روند از قرن هجدهم آغاز شد. اين امر، ساختار قدرت سياسی و جمعيتی آن‌ها را در طول زمان به طور سيستماتيک از هم پاشيد.

پيامدها برای سياست‌گذاری جاری و حقوق بشر

اين يافته‌ها يک الزام آشکار برای نهادهای سياست‌گذاری و حقوق بشری ايجاد مي‌کند تا آزار و اذيت را به‌عنوان يک نسل‌کشی تاريخی و مداوم به رسميت بشناسند، که نيازمند تغيير از کمک‌های واکنشی به عدالت ساختاری است.
به رسميت شناختن نسل‌کشی تاريخی: از آنجا که اين نوشته در جايگاه «شرح تئوريک نسل‌کشی . ابعاد گسترده نسل‌کشی مردم هزاره» قرار دارد، شواهد تاريخی خشونت مستمر، آوارگی اجباری و آزار و اذيت هويت تسليم‌ناپذير آن‌ها بايد رسماً به‌عنوان يک مورد از نقض مزمن و چند نسلی حقوق بشر به رسميت شناخته شود.

رسيدگی به آوارگی ساختاری: سياست‌گذاري‌های جاری بايد برای رسيدگی به اقدامات تاريخی آوارگی اجباری در قرون 18 و 19 حرکت کنند که منجر به «مورد ستم و آزار» قرار گرفتن هزاره‌ها شد. به رسميت شناختن وسعت تاريخی هزاره‌جات (از کابل تا هرات، طبق گفته شير محمد خان) مبنايی برای مطالبه جبران خسارت و حمايت از هزاره‌هايی فراهم مي‌کند که در حال حاضر به‌عنوان اقليت در مناطق سابقاًًً هزاره‌نشين مانند قندهار و ارزگان زندگی مي‌کنند.
زمينه‌های پيشنهادی برای پژوهش بيشتر

گفتمان تاريخی ارائه‌شده در اينجا چندين حوزه را برجسته مي‌کند که در آن‌ها تأييد علمی برای تقويت ادعاهای باستانی بودن و تضمين عدالت حقوقی ضروری است.

1. باستانی بودن قومی-تاريخی و دموگرافی: پژوهش‌هايی لازم است تا «مسئله نژادی» مطرح‌شده توسط فوشه در مورد ريشه‌های سينو-تبتی و احتمالاً دراويدی هزاره‌ها را به طور قطعی روشن کند. رد علمی اين نظريه از تعدد نظريه ها می کاهد و تأييد آن باستانی بودن تاريخ هزاره را تقويت می کند. در حال اين نظريه ها مخالفان زياد دارد و کمتر در اين مورد تحققيق شده است.

2. حفظ زبانی و فرهنگی: يافته‌های زبانی مبنی بر اينکه گويش هزارگی دارای ويژگي‌های اصيل و باستانی فارسی (مربوط به قرون 10 تا 11 ميلادی) است، مستلزم مطالعه بيشتر برای حفظ اين گويش به‌عنوان يک نشانگر فرهنگی منحصر به فرد است که بر بسياری از روايت‌های نسل‌کشی تقدم دارد.

3. کاربرد حقوق بين‌الملل: با توجه به بافت حقوقی کتاب، کار بيشتری برای اعمال رسمی چارچوب کنوانسيون نسل‌کشی بر اقدامات مستند تاريخی آوارگی، کشتارها و ظلم سيستماتيک مورد نياز است تا کتاب «شرح تئوريک نسل‌کشی و ابعاد گسترده نسل‌کشی مردم هزاره» به موارد قابل پيگيری در دادگاه‌های بين‌المللی حقوق بشر تبديل شود. مستند سازی: اين کتاب مورد فاجعه کشتار هزاره ها را به مثابه جنايت نسل‌کشی بار ارائه عکس، موقت و محل وقوع مستند سازی کرده است که می تواند در دادگاه های بين المللی در آينده مورد استفاده قرار بگيرد. ******پرستش «سه گوهر» يا «ترياکنا يا سه‌پادشاه» در بوديسم، به معنای پناه بردن به بودا، درمه (آموزه‌های بودا) و سنگه (جامعه بوداييان) به‌عنوان راهنمايان و تکيه‌گاه در مسير معنوی است. اين عمل به معنای تعهد به دنبال کردن راهنمايي‌های بودا و تلاش برای رسيدن به بيداری و نيروانا (رهايی از رنج) می باشد.

*******«مناطق خاکستری قومی» مي‌تواند به دو مفهوم اصلی اشاره داشته باشد: درگيری در منطقه خاکستری که در آن مسائل قومی بستر اصلی جنگ ترکيبی هستند يا فضاهای اجتماعی و تاريخی پيچيده و نامشخص که در آن هويت قومی مبهم يا مورد مناقشه است. در معنای اول، شامل دولتی است که از ترکيبی از ابزارهای سياسی، اقتصادی و نظامی برای دستيابی به اهداف خود بدون اعلام جنگ کامل، اغلب با دستکاری تنش‌های قومی در کشور ديگر، استفاده مي‌کند.

سکوت، فراموشی و تکرار تاريخ به مثابه کنش در نسل کشی مردم هزاره

فقدان ديدگاه هاي تئوريکي، علمي و فلسفي در تاريخ نگاري افغانستان بويژه تاريخ نگاري تقليدي، تکراري و بدون حافظه تاريخي موجب برقراري خاموشي در نسل کشي مردم هزاره شده است.
اين موضوع پيچيدگي هايي دارد که درک آن تا حدي مشکل است. لازم است در تشريح آن از متفکران و دانشمندان فلسفه کمک بگيريم. طوريکه دوازده بحث گذشته بيشتر در چهارچوب حقوق و سياست بررسي شد، اما در اين بحث از مسئوليت هاي حقوقي مربوط به نسل کشي بيرون مي آييم و بحث را در چوکات اخلاق، مورال، معنويت و منطق دنبال مي کنيم.

مفاهيم سکوت، دروغ و حقيقت چيست، با نسل کشي مردم هزاره چه پيوند دارد؟

اين موضوع پيچيدگي هايي دارد که درک آن تا حدي مشکل است. لازم است در تشريح آن از متفکران و دانشمندان فلسفه کمک بگيريم. طوريکه دوازده بحث گذشته بيشتر در چهارچوب حقوق و سياست بررسي شد، اما در اين بحث از مسئوليت هاي حقوقي مربوط به نسل کشي بيرون مي آييم و بحث را در چوکات اخلاق، مورال، معنويت و منطق دنبال مي کنيم.
قبل از رابطه موضوع سکوت با نسل کشي مردم هزاره بايد واژه هاي سکوت و دروغ را تعريف و تشريح کرده، سپس رابطه آنها با نسل کشي مردم هزاره را بيان کنيم.
اول در باره دروغ: اگوستين هيپو Augustine of Hippo (430 ـ 354)م مي گفت: «هر اظهاري که به نسبت گمراهي گفته شود، دروغ است.»(1)

ايمانول کانت در فلسفه اخلاق مسئله دروغ را به عنوان نمونه‌ فعل غير‌اخلاقي، مي داند. بعضي از دانشمندان دروغ را محصول خودخواهي مي داند و همچنان عده اي دروغ را به آيديولوژي پيوند مي دهند و به اين باور هستند که عاملين آيديولوژي ها براي تطبيق مفکوره هاي ايديولوژيک شان دروغ هاي بزرگ را طرح و تعميم مي بخشند.
اديان هم مي توانند منبع دروغ و کذب باشند، مانند وعده دادن زيبا رويان بهشت به انتحاري ها و آدمکشان.

قرار قول فيلسوفان، دانستن سه موضوع کليدي در باره دروغ يا کذب مهم است که اول دروغ پديده کاملا انساني است، حيوانات عاملين دروغ نيستند، دوم دروغ محصول عقل انسان است و سوم دروغ به انسان آموزش داده مي شود، فطري نيست، کسبي است. اين سه نکته در بررسي نقش دروغ در نسل کشي مردم هزاره ارزش ويژه دارد که به آن برمي گرديم.
براي شناخت دقيق کذب لازم است که کمي بر افاده واژه متضاد آن که حقيقت است مکث کنيم.
دانشمندان معتقد هستند که «انسان با حقيقت بدنيا مي آيد، همانطوريکه پيدايش و موجوديت او حقيقي است، موجودات و اشياي ماحول وي هم حقيقت اند. دروغ بعدا به سراغ انسان مي آيد.

از آنجايي که ما نسل کشي تدريجي را تشريح مي کرديم و نسل کشي خاموشانه نيز مورد بحث بوده، ضرور است که واژه سکوت را نيز به مثابه مظهر دروغ مورد بررسي قرار بدهيم.
سعدي شيرازي مي گويد:
دو چيز طيرة عقل است دم فروبستن
به وقت گفتن و گفتن به وقت خاموشي (2)

حقيقتي را که ما در اين جا در جستجوي آن هستيم «گفتن به وقت خاموشي» است. زيرا دروغ نه تنها توسط زبان، بلکه با خاموشي هم بيان مي شود. مثلا خاموشي نهاد هاي جهاني، مردم جهان و مردم افغانستان در مورد ادامه نسل کشي مردم هزاره. فريبندگي دروغ بودن سکوت در آنست که عامل آن در ظاهر گنهکار يا مقصر نيست. زيرا کاري را انجام نداده است. دروغ بودن سکوت حتي قرباني را هم در مقابل عامل سکوت خنثي مي سازد. اينکه سکوت در اين مورد چگونه، چرا و توسط کي بر قرار شده در جريان سخنراني ها به ويژه در خلاهاي حقوق بين المللي و تشريح نظم جهاني تشريح شده است.

جمله زيباي سعدي «گفتن به وقت خاموشي» مفهوم دقيق و موشگافانه دارد. يعني انسان اجراي کاري را مي بيند در مورد آن موضع خود را تعيين مي کند که با آن موافق باشد يا مخالف؟ اما موافقت آنها مي تواند توسط سکوت اجرا شود، البته بدون سخن گفتن. گرچه شعر سعدي تعبير متفاوت هم دارد که مي تواند کساني مخاطب آن باشد که در وقت لازم خاموش هستند و هنگامي که بايد خاموش باشند، حرف مي زنند، اما من از تعبير اولي استفاده کردم که افاده ژرفتر از تعبير دومي را دارد.

سکوت در مورد اجراي جنايت نسل کشي مردم هزاره در همه دوره ها و بويژه در دوره انزوا و رکود در افغانستان(1901 ـ 1978) که در بحث بالا تشريح شد، موجود بوده و اين سکوت در سطح ملي و جهاني حکمفرما بوده است.

رسانه ها، نويسنده ها، دانشمندان و افراد جامعه همه خاموش بودند.
آيا اين خاموشي معني دار و دوامدار خودبخودي برقرار شده بود؟
ميرزا محمدخان لواساني مي گويد:
من گنگ خواب ديده ام عالم تمام کر
من عاجزم ز گفتن و خلق از شنيدنش(3)

گرچه اين شعر گاهي بنام مولانا نوشته شده، اما شاعر آن در بسياري موارد ميرزا محمدخان لواساني خوانده شده است.
شعر زيبايي است که مفهوم ژرف دارد.

«من عاجزم ز گفتن و خلق از شنيدنش» شاعر مي خواهد چيز مهمي را بيان کند، چيزي را که ميداند، اما اوضاع مسلط بر جامعه آنقدر زهرآلود است که قدرت بيان و قابليت پذيرش آن وجود ندارد. کسي حقيقت را نمي پذيرد، از شنيدن حقيقت عاجز هستند. در اين صورت گوينده حقيقت هم گنگه مي شود. دقيق مانند موجوديت نسل کشي مردم هزاره که بعد از انسان زدايي دوامدار و ايجاد کردن نفاق و نفرت توانسته اند گوينده و شنونده آنرا مجبور به نگفتن و نشنيدن بسازند. يعني انسان ها فکر مي کنند بهتر است خود را گنگه و کر بداند تا اينکه در نتيجه همین روند در نتيجه در جامعه سکوت برقرار شده است.

سکوت کردن در برابر جنايت نسل کشي موافق بودن در اجراي اين جنايت است. اگر موافقت در جرم مسئوليت حقوقي ندارد، اما مسئوليت سنگين اخلاقي دارد. سنگيني مسئوليت اخلاقي انسانيت افراد جامعه، ماهيت اقوام بي تفاوت و کارآيي شالوده هاي ملي را زير سوال مي برد. پيامد اين مسئوليت اخلاقي به مراتب خطرناک تر از مسئوليت حقوقي آن است. زيرا در مسئوليت حقوقي اجراکننده هاي جنايت مجازات مي شوند که در نتيجه آن عدالت برقرار مي گردد و يا در عدم اجراي آن عدالت برقرار نمي شود، اما در فقدان مسئوليت اخلاقي زخم ناسور ملي و نفاق ملي بوجود مي آيد. اگر کساني هزاره ها را متهم مي کنند که با عدالتخواهي شان گويا به «وحدت ملي» ضرر مي رسانند، چطور و با کدام منطق و دليل «وحدتي» را تقديس مي کنند که ارکان مهم ملي (هزاره ها) را با اجراي نسل کشي از ميان بر ميدارند.
حقيقت اين است که اعضاي «ملتي» براي حفظ «وحدت ملي» بخشي از ملت (هزاره ها) را حذف مي کنند، پس در اينجا مفاهيم (ملت، وحدت ملي» در تناقض جدي قرار دارند. اول ملتي که مردم خود را حذف کند، ملت نيست، دوم وحدت مليي که با اجراي نسل کشي حفظ شود، وحدت ملي نيست.

اگر قوام يک ملت که با حذف تدريجي يکي از اقوام همجوار شان موافق باشند و جلو آنرا نمي گيرند، با کدام دليل اخلاقي تقاضاي رعايت «وحدتي» را دارند که وجود ندارد؟ يعني وحدت ملي در اين جا يک دوروغ است.

اخلاق و منطق حکم مي کند که حفظ بخشي از «ملت» مهمتر از وحدت آن است، زيرا عاملين وحدت اقوام کشور هستند. اگر يک يا چند عامل يا اجرا کننده «وحدت»، مشغول از ميان برداشتن عامل ديگر آن باشد، وحدت مفهومي ندارد و ملت هم با تشديد نفاق ملي و خصومت ملي به قهقراي زوال رفته است. پس سکوت دروغي است که با خاموشي بيان مي شود و کنشي است که اجراي آن اخلاق و انسانيت سکوت کننده (دروغگو) را زير سوال مي برد.

فراموشي و تکرار دو فرسايش مرگبار در مسير تاريخ و تاريخ نگاري

دو موضوع مهم «فراموشي تاريخ» و «تکرار تاريخ» در اين بحث مورد بررسي قرار مي گيرد.
فراموشي واقعيت هاي تاريخي نکته مهمي است که نه تنها خودبخودي، بل بطور عمدي صورت ميگيرد يا با اجراي برنامه هاي دراز مدت انجام مي شود.
اين موضوع در مورد نسل کشي مردم هزاره در بيش از يک سده جايش را دارد که مطالعه و بررسي آن بسيار جالب است.

تاريخ دان فرانسوي ژاک لي گاف Jacques Le Goff گفته است که «لازم است در باره خلأهاي مستندات تاريخي چيزهاي که به فراموشي سپرده مي شوند، در باره حفره ها و لکه هاي سفيد بايد بپرسيم. بايد ليستي از مستندات تاريخي را ساخت و بعد فکر کرد که کدام قسمت آن موجود نيست، يعني به فراموشي سپرده شده است»(4)

واقعيت هاي نسل کشي مردم هزاره به پيمانه وسيع به فراموشي سپرده شده، مستندات آن نابود شده که به کار بي حد طاقت فرسا نياز دارد تا قسمت هاي از آن احيا گردد و آرشيف شود. اميدوارم پژوهشگران تاريخ بجاي تکرار حرف هاي تاريخ نويسان پيشين، بخش هاي فراموش شده تاريخ و مستندات نابود شده تاريخ افغانستان را نيز بررسي و احيا کنند.

به خواننده هاي عزيز يادآور مي شوم که رشته تحصيل من تاريخ نيست، اما در پهلوي حقوق دولت، تاريخ دولت هاي مختلفِ کشور هاي جهان را به شکل تخصصي آموخته ام.

من روابط شخصي با تاريخ نگاران افغانستان داشته ام ، بحث ها و گفتگو ها با نويسنده هاي کتاب تاريخ داشته ام. حتي نويسنده هايي را مي شناسم که کتاب شان را که قبل از نشر به من سپرده و از من خواسته اند تا پيشنهادات خود را در باره کتاب بيان کنم که من مسأله سکوت و تکرار در تاريخ نويسي را بيان کرده و مواد مورد ضرورد را در اختيار آنها قرار داده ام که متاسفانه بعد از نشر کتاب باز هم موجوديت مسأله سکوت و تکرار در کتاب هاي آنها به مثابه طلسم شکست ناپذيذ حفظ شده است. اکنون کتاب هاي زيادي تاريخ را در کتابخانه خانگي ام دارم که اکثر آنها تکرار کتاب هاي تاريخ ميرغلام محمد غبار، محمد صديق فرهنگ، عبدالحي حبيبي، ابوفضل بهيقي، احمدعلي کهزاد و کمي از کتاب سراج التواريخ فيض محمد کاتب است. تاريخ نويسان غير هزاره از آن قسمت هاي کتاب سراج التواريخ نقل قول مي کنند که بتوانند از نسل کشي مردم هزاره طفره بروند.

درخور ذکر است که نصير مهرين از کمترين تاريخ نگاراني است که در کتاب «ستمگران دوزخ ساز» (5) بخشي از کتاب خود را زير عنوان «نبايد از ابراز واقعيت نسل کشي اجتناب شود؟» واقعيت نسل کشي مردم هزاره در افغانستان را تشريح کرده است. اين کار آغاز خوبي در روند پذيرفتن نسل کشي مردم هزاره توسط تاريخ نگاراني است که تعلقيت قومي هزاره را ندارند.
آقاي نصير مهرين با اين کارش صفات برجسته تاريخ نگار و روشنفکر را به نمايش گذاشته است. به حيث تاريخ نگار او در ژرفناي رويداد هاي تاريخي نفوذ کرده و به صفت روشنفکر از وابستگي ها و تکفير هاي اسارتباري که مانع بيان واقعيت هاي تاريخي اند، عبور کرده و قضاوت وي فراتر از ذهنيت جامعه انسان زدايي شده در باره نسل کشي ميباشد.

از سوي ديگر اکثر تاريخ نگاران افغانستان تخصصي کار نمي کنند. نتوانسته اند تا ژرفناي رويداد هاي تاريخي نظر اندازي کنند. آنها تاريخ را به مثابه علم درک نکرده و روابط آن با فلسفه را نميدانند.

اناتولي ليوکو در کتاب فلسفه تاريخ، در باره پيوند تاريخ و فلسفه مي نويسد: «در مورد فلسفه تاريخ، سخن از تغيير خود نگرش جهان‌بيني نسبت به تاريخ يا نوعي حرکت از تاريخ واقعيت ها، حافظه تاريخي به تاريخ تمدن‌ها يا انواع اجتماعي ـ فرهنگي، تحليل معاني متغير تاريخي آگاهي انسان و بيان نمادين آن در تفکرکه مثال آن در مکتب تاريخي فرانسوي «آنال» ارائه شده است، به ميان مي‌آيد. فلسفه تاريخ، همان‌طور که لئو کارساوين در زمان خود اشاره کرده، با سه وظيفه‌ي اصلي خود تعريف مي‌شود. اولاً، مبادي اوليه هستي تاريخي را بررسي مي‌کند که در عين حال مبادي اصلي دانش تاريخي، تاريخ به عنوان علم نيز است. ثانياً، اين مبادي اوليه را در وحدت هستي و دانش بررسي مي‌کند، يعني اهميت و جايگاه تاريخي را در کل جهان و در رابطه با هستي مطلق نشان مي‌دهد. ثالثاً، وظيفه‌ي آن شناخت و تصوير روند تاريخي مشخص در کليت آن و آشکار کردن معناي اين روند است. از آنجا که فلسفه تاريخ خود را به وظيفه‌ي اول محدود مي‌کند، نظريه‌ي تاريخ است، يعني نظريه‌ي هستي تاريخي و نظريه‌ي دانش تاريخي. از آنجا که به دنبال حل وظيفه‌ي دوم است، فلسفه تاريخ به معناي محدود و خاص اصطلاح «فلسفه» است.»(6)

دانشگاه کازان روسيه در يک رساله علمي نکات مهم مسايل تئوريکي و روش شناختي(متودولوژي) پژوهش تاريخ را برجسته کرده است که عمده ترين نکات آن قرار ذيل است: تاريخ به عنوان واقعيت و يک علم و رابطه آنها؛ ويژگي دانش تاريخي؛ مسئله عينيت تاريخ؛ منبع تاريخي و واقعيت تاريخي؛ تجربه تاريخي و مدرنيته؛ کارکردهاي اجتماعي علم تاريخ؛ تاريخ در نظام دانش اجتماعي و بشردوستانه؛ نظريه تاريخي به عنوان شکلي مفهومي از درک واقعيت تجربي؛ دستگاه مقوله‌اي علم تاريخ؛ قانون تاريخي و نظم خاص تاريخي؛ شانس در تاريخ؛ بديل بودن تاريخي؛ زمان تاريخي؛ فضاي تاريخي؛ جبرگرايي در تاريخ؛ ماهيت چندعلتي فرآيند تاريخي؛ اصول دانش تاريخي؛ تاريخ‌گرايي به عنوان يک روش تفکر و اصل دانش علمي و اهميت اساسي آن در سيستم دانش بشردوستانه؛ انواع اصلي تاريخ‌گرايي؛ تفسيرهاي مدرن از اصل تاريخ‌گرايي؛ رويکرد ارزشي به تاريخ؛ ابتذال و جزم‌انديشي دانش تاريخي؛ اصل سيستماتيک بودن در مطالعه تاريخ؛ نظام اجتماعي و ساختارهاي تاريخي؛ رويکرد تکويني و تمدني به فهم گذشته؛ روش‌هاي پژوهش تاريخي؛ روش‌هاي علمي عمومي و جايگاه آنها در پژوهش‌هاي تاريخي (تاريخي-تطبيقي تاريخي-تکاملي، گذشته‌نگر و غيره)؛ روش‌هاي کمي در تحقيقات تاريخي؛ مسئله اندازه‌گيري در تاريخ؛ مدل‌سازي پديده‌ها و فرآيندهاي تاريخي؛ انواع اصلي مدل‌ها؛ مقايسه واقعيت هاي تاريخي(7)

پروفيسور بوگوسلاوا پازيا، در باره سکوت تاريخ به مهمترين سوال در اين مورد پاسخ گفته است: «شکي نيست که مي‌توان در مکالمه يا نوشتار دروغ گفت. با اين حال، آيا مي‌توان بي‌صدا دروغ گفت؟ به هر حال، ضرب‌المثل لاتين مي‌گويد: «Silendo, nemo peccat»، يعني: «هيچ‌کس در سکوت گناه نمي‌کند». با اين حال، نمي‌توان با سکوت، که به خودي خود از نظر اخلاقي خنثي است، دروغ گفت، بلکه مي‌توان با غيبت دروغ گفت. قبل از اينکه اين را اثبات کنم، مي‌خواهم چند مفهوم رايج را توضيح دهم و تعاريف اوليه‌اي از حقيقت، دروغ و خود سکوت ارائه دهم. شايان ذکر است که مسئله سکوت و غفلت يکي از مهمترين مشکلات شاخه‌اي از علم به نام تاريخ است. به طور خاص، چنين مشکلي با «قلمروهاي سکوت» تاريخ نمايان مي‌شود.»(8)
ژاک لو گاف تاريخ نگار فرانسوي دقيق ترين مفهوم فيلسوف مآبانه را در مورد فراموشي تاريخ و حذف تاريخ بيان کرده است. او مي گويد: «ما بايد فهرستي از بايگاني‌هاي سکوت گردآوري کنيم. و تاريخ را هم بر اساس اسناد تاريخي و هم بر اساس فقدان آنها مطالعه کنيم.»(9)
«مسئله (سکوت) به يک مسئله مشترک فلسفه و تاريخ تبديل مي‌شود، با اين حال، اولويت روش‌شناختي در مورد تشخيص ماهيت و ساختار آن منحصراً به فلسفه، يا به طور دقيق‌تر به دو حوزه معرفت‌شناسي و اخلاق تعلق دارد»(10)

سه تابوي فاجعه بار در کتاب هاي تاريخ نويسنده هاي افغانستان که عبارت از سکوت، تکرار و فراموشي است به وضاحت ديده مي شود که بايد بررسي شود.

من تلاش مي کنم که براي شرح اين موضوع مهم به اين پرسش ها پاسخ بدهم که:

چرا تاريخ در برابر نسل کشي مردم هزاره سکوت کرده است؟
چرا جنايات نسل کشي مردم هزاره به فراموشي سپرده مي شود؟
چرا تاريخ در باره نسل کشي مردم هزاره تکرار مي شود؟

چرا اين سه موضوع سکوت، تکرار و فراموشي، آنقدره باهم مرتبط هستند که مانند يک ساختار واحد عمل مي کنند؟
با وجودي که فعاليت هاي مدني، فرهنگي، اعتراضي، حقوق بشري و علمي هزاره هاي بيرون مرزي توانسته است طلسم سکوت در باره نسل کشي مردم هزاره بشکنند، اما تکرار و فراموشي در اين مورد در تاريخ نگاري همچنان پابرجاست. متأسفانه روند سکوت، تکرار و فراموشي در ذهن تاريخ نگاران افغانستان و به ويژه تاريخ نويسان غير هزاره هنوز موجود است.

پاسخ به پرسش ها:

سکوت در باره نسل کشي مردم هزاره علت ها و انگيزه هاي ملي و بين المللي دارد.
زمانيکه در چند دهه قبل در باره سکوت و بي تفاوتي قضاياي مهم مسايل جهاني مقالاتي را نشر ميکردم، درک آن براي بسياري از خواننده ها مشکل بود، اما در وضع کنوني وضعيت سياسي و نظامي جهاني اين موضوع علني شده است. نسل کشي در غزه که قربانيان آن به شصت هزار مي رسد، نه تنها با سکوت فاجعه بار جهاني همراهي مي شود، بلکه مورد حمايت کشور هاي بزرگ از جمله امريکا قرار گرفته است.
اما سکوت در باره نسل کشي مردم هزاره بيش از يک سده را پشت سر گذاشته است که سياست جهاني نيز مرموز، پيچيده و چند لايه اي بود.
بهترين مثال سکوت نهاد ها و کشور هاي جهان در دوره حکومت هاي دست نشانده کشور هاي غربي در حکومت هاي حامد کرزي و اشرف غني احمدزي تبارز کرده است. در موجوديت نيروهاي نظامي بيش از چهل کشور غربي، نهاد هاي حقوق بشري و نمايندگي ملل متحد (يوناما)، هيچگاهي واژه نسل کشي مردم هزاره از زبان آنها، در اسناد سياسي، حقوقي و حتي رسانه هاي اين کشور بکار برده نشد. اين همآهنگي براي سکوت از نسل کشي مردم هزاره کار ساده و تصادفي نيست. اين سکوت مرگبار برنامه ريزي شده براي ادامه نسل کشي است. يعني سکوت کننده ها در برابر واقعيت هاي انکارناپذير دروغ گفتند، حقيقت را کتمان کردند، در نتيجه سکوت شان هزاران نقر کشته شدند، صد ها هزار در نتيجه کوچ اجباري خانه و کاشانه شان را از دست دادند و ميليون انسان به کشور هاي ديگر آواره شدند.
يعني در نتيجه سکوت جنايات بين المللي مانند نسل کشي، جنايات عليه بشريت و جنايات جنگي اجرا شد که اين جنايات همچنان ادامه دارد.
چرا تاريخ در برابر نسل کشي مردم هزاره سکوت کرده است؟ پاسخ مختصر اين است که اين سکوت براي اجراي منافع کشور هاي خارجي در يک برنامه راهبردي بزرگ عملي مي شود. سکوت و جنايت هنوز ادامه دارد.

پاسخ اين پرسش در بخش هاي اين کتاب که اهداف، انگيزه و علت هاي جنايت نسل کشي را بررسي کرده، موجود است که بيشتر جنبه هاي حقوقي دارد. مانند خلاي حقوقي و قانوني، تناقضات در حقوق بين المللي و عدم اجراي قوانين و دوگانگي و دو رويي اجرا کننده هاي قوانين وغيره. اما در اين مبحث بيشتر جنبه هاي اخلاقي و انساني موضع و موقف افراد، جامعه، دولت ها و نهاد هاي بين المللي مطرح است که چرا جنايت هولناک ضد بشري به فراموشي سپرده مي شود؟ پيچيدگي موضوع در آن است که کسي کار خلاف اجرا نکرده که مسئوليت حقوقي داشته باشد، اما در نتيجه فراموشي رويدادهاي تاريخي و بي تفاوتي افراد، جامعه دولت و نهاد هاي بين المللي، جنايات همچنان ادامه دارد و اين فراموشي بر ادامه و تدوام جنايت کمک مي کند.
قسميکه در بالا گفته شد، يکي از علت هاي فراموشي واقعيت هاي تاريخي، جعل تاريخ و به فراموشي سپردن برنامه ريزي شده ي بخش هاي از تاريخ است که در عقب آن دست هاي پيدا و پنهان قرار دارند.
چرا در افغانستان محمد گل مومند سنگ لوحه هاي قبرستان ها را مي شکست، نام محلات را از فارسي و ازبيکي به پشتو تبديل ميکرد. زيرا مومند ميخواست تاريخ را تغيير بدهد و آن قسمت هايي از تاريخ را که افتخارات اقوام ديگر را بيان ميکرد، محو مي کرد و به جاي داشته هاي اقوام ديگر، نداشته هاي قوم خود را جابجا ميکرد.
مومند رويداد هاي حقيقي تاريخ را به باد فراموشي داد که در احياي اين فراموشي تا حال سکوت برقرار است و جنايت ها همچنان تکرار مي شود.
با فراموشي تاريخ حقيقي، جعليات تاريخي را مطابق ميل و منافع زورمندان ملي و حاميان جهاني شان نشر و ترويج مي کنند.

در نتيجه سکوت مردم، جامعه، دولت و جهان و فراموشي واقعيت هاي تاريخي توسط مراجع نامبرده، جنايت ادامه دارد و تاريخ جنايت تکرار مي شود.
اگر اشکال خاموشانه، پنهاني و غير مستقيم نسل کشي مردم هزاره بگذريم، نسل کشي علني و مستقيم در دوره هاي حکومت هاي عبدالرحمان، مجاهدين، طالبان و اشرف غني احمدزي مورد بررسي قرار بدهيم، تاريخ نسل کشي مردم هزاره همواره تکرار شده است.
تکرار نسل کشي مردم هزاره خودبخودي نيست. هدفمند، برنامه ريزي شده و درازمدت است. ميکانيزم اجراي نسل کشي در دوره هاي حکومت هاي حمايت شده از غرب همواره موجود است که عمده ترين اجرا کننده آن در اکثر دوره هاي دولت هاي دست نشانده بوده اند. جالب اينکه در صورت زوال دولت ها و ميکانيزم هاي اجرايي نسل کشي، کشور هاي غربي با راه اندازي جنگ هاي خونين آنها را دوباره احيا کرده اند و دوباره به قدرت آورده اند.
نسل کشي مردم هزاره تکرار مي شود، زيرا اين مردم در برنامه هاي معماري قومي کشور هاي بزرگ مداخله گر و منففعتجو بايد از صحنه هستي برداشته شوند، يا حد اقل در قدرت سياسي کشور شان نقش نداشته باشند، سرزمين شان به اقوام مورد نظر آن کشور ها داده شود، مذهب و قوميت شان عوض شوند. اين روند سال ها است که ادامه دارد.

سکوت در برابر جنايت، تکرار جنايت و فراموش کردن وقوع جنايت هر سه شامل ساختار هاي اجراي نسل کشي است که از ساختار هاي بزرگ جهاني از جمله نظم کنوني جهاني مبدأ ميگيرد.

نظمي در جهان وجود دارد که پهلو هاي معلوم و نامعلوم دارد. پهلو هاي معلوم آن نهاد هاي بين المللي از جمله سازمان ملل متحد، نهاد هاي حقوق بشري و مدني، پيمان هاي نظامي و اقتصادي مانند ناتو و جي هفت و غيره اند. پهلو هاي پنهاني نظم جهاني که از ذهنيت عامه جهاني پنهان مي شد، در اين اواخر در جنگ غزه، جنگ سوريه، افغانستان، يمن و ديگر نقاط داغ جهان تا حدي قابل شناخت شده است.

در نتيجه بايد گفت مردمي که در مقابل اجراي نسل کشي سکوت مي کنند، انسان زدايي شده اند. تاريخ نگاري که از بيان نسل کشي مردم هزاره ابا مي ورزد، يا نسل کشي را نمي شناسد، يا تعصب قومي و مذهبي دارد، يا مانند يک فرد عادي جامعه انسان زدايي شده است، يا هر سه موضوع در مورد آن صدق مي کند.
فراموشي تاريخِ نسل کشي تصادفي نيست.
گرچه به فراموشي سپردن تاريخ نسل کشي مردم هزاره در موجوديت علم و تکنالوژي کهنه شده است. اما اين امر در بيش يک سده ادامه دارد.
پس سکوت، تکرار تاريخ و به فراموشي سپردن نسل کشي مردم هزاره يک زير مجموعه ساختاري مرتبط به ساختارهاي بزرگتر است و به مثابه ساختار واحد فعال است.
فقدان ديدگاه هاي تئوريکي، علمي و فلسفي در تاريخ نگاري افغانستان بويژه تاريخ نگاري تقليدي، تکراري و بدون حافظه تاريخي موجب برقراري خاموشي در نسل کشي مردم هزاره شده است.

My Journey to Revive Hazara Culture Over the Past Decades

The above quotation from Gandhi is a picture-perfect saying that fits into my Hazaragi cultural revival work. it seems like Mr Gandhi had a Cristal Ball thought in which he could predict the future in the 20th Century. It also means that visionaries such as Mahatma Gandhi, Martin Luther King Jr., and Nelson Mandela had set the ground for future generations of advocates, revivalists and change-makers.

As Neapolitan Bonapart once said, “Give me a good mother and I shall give you a great nation” was another landmark statement that resonated with me. My mother was an illiterate woman who introduced me to Hazara culture at the young age of seven years, despite being an illiterate woman she had lots of embroidery, handicrafts, the best motherhood wisdom and a wise vision for raising her children and raising a family as a teenager when she first got married.

I was just seven years old when my (late) mother made a hat with a “Dum-e sheer” in cross stitch design of Hazaragi embroidery, which I still have with me as a safekeeping.

When I became a teenager; I became more curious about my Hazara cultural heritage discovery.

Fast forward to 1999 after escaping the persecution in the Hands of the Taliban and

seeking refugees as a teenager to Australia via a leaky boat from Afghanistan I became more isolated. I could say that I was among the first settlers in Dandenong among the Hazara refugees from Afghanistan.

I recall a moment in 2001 when I was sitting on a bench in front of Dandenong Plaza in sorrow and regret and thinking to myself, as I heard rumour back in my village that “when people go to Western countries they will become like foreigners and lose their faith, identity and culture heritage.” So, I thought that I was also going to lose my culture, language and identity.

Luckily, now over 10,000 Hazaras are living in the city of Greater Dandenong.

Fast forward 10 years, when First Nawroz in 2011 was celebrated. I saw "Koochi" or “Kuchi” which means an Afghan Gypsy dress among the audience and "Gand Afghani" which in Afghanistan it is an imposing traditional dress and an Imposed identity of “Afghanism” hegemony of a particular tribe in the rest of the tribes in Afghanistan also here in Australia.

After 2010 When I became a secretary of the Shamam Association I advocated and lobbied to remove the camel (a sign of stigma & hate - that people used in burning our Hazara houses and fire rockets from camelback in Hazaraistan) and proposed and worked towards getting Dimond Shape “Hazara & Shia Identity Marker” Installed at Thomas Street, Dandenong however Dandenong council refused to remove the name “Afghan bazaar”.

So in 2011, I started wearing my hat and shall around my neck proudly. Ever since I continued wearing and became more curious about my identity and Hazaragi cultural heritage. Also, I have been recognised for my cultural outfits in various large events, seminars, social functions, rallies and protests etc.

Since 2012 I have attended a bunch of Nawroz Festival and other cultural events and held a stall to exhibit and raise awareness about rich embroidery, handicrafts and motifs of Hazaras to fellow Australians.

I founded and formed a MACHID. Inc. (Meaning collection of 7 stars in Hazaragi e.g. Southern Cross) formed & registered in 2013 (music art & culture or Hazara identity - Dandenong) as an incorporated entity.

Furthermore, I took part in various interstate, local and regional Victoria and events internationally (Shepperton, Mildura VIC, Naracoorte SA and Canberra ACT, Japan & Pakistan) to introduce the importance of Hazara Culture, Cultural identity and Cultural heritage to the world heritage list.

Here in Victoria, I requested a religious (mullahs) group which has approximately 400 students until the high school to provide us with some children, so we be able to form a small singing or cultural group. when I asked about the children's group for the Hazaragi song and stage performances - They laughed at me by saying “az dom shi shuro kada” implying starting far back which means it is too late. Also, they said “kola khalqiya” a Communist hat and so on.

Now these particular religious teachers are going with teenage girls in Hazaragi dress to various events, singing “Srood e milli” a national song on stage everywhere. These are the guys who denied the Hazaragi language identity and imposed Dari and Farsi upon Hazara people children of future generations.

2015 got married and wore a Hazaragi cultural outfit at my wedding. and wore daily in Quetta, which people laughed at me. and called my name "Aughostani" "Lalai" "Tayra" etc.

In Quetta, around 2016 when I was attending some poetry night, someone snapped a picture of me and labelled me “Hazaragi Cultural Radical". If promoting one's culture is a sin, then let me be that person.

Some critics mocked me on social media labelled me “Jaghurigo Culture” It is not Hazaragi which represents all Hazaras. but Hazaragi is very rich and diverse we have not yet researched or defined what Hazaragi culture means, which I am trying to establish through my future books.

In 2017, I started researching Hazaragi culture, as online and in print, Hazaragi cultural heritage, motifs, and designs have been stolen and attributed to other tribes. With the help of my friends, I collected and categorised 1,000 photos of embroidery, handicrafts, and Hazaras. which I shall publish in 10 volumes (so far, 3 books on culture, but the first volume of Embroidery and Handicrafts has been published).

One of the cardinal reasons is Hazara youth students from Pakistan in various institutes e.g. NCA, LUMS, PIFD, Indus, etc. contacted me about literature reviews or academic sources on Hazaragi embroidery, culture, and motifs, which can be used as reference.

However, none of them have accessed, so, I became a pioneer and forged the path for our future generations. Luckily, I live in Australia which means I have access to resources, books and other references at my disposal, and the Hazara people in Pakistan, Afghanistan and Iran do not have access to those books or literature specific to Hazaras.

Besides, in most Western literature on Hazara embroidery, handicrafts and motifs have been misrepresented, often discriminating against Hazaras and portraying them as prodigious or under the influence of the elite in Afghanistan, who harboured hatred against Hazaras and shared anecdotes and fables with Westerners, or intentionally fabricated myths and propaganda against Hazaras.

Furthermore, I am grateful to our Hazara Artis, who are the real experts. I have the Honor of collaborating with Hazara experts like A/Prof. Ramzan Jafari, Prof. Mohammad Sabir, renowned artists H.A. Hatif, Zia Atahi and many others to highlight their work in my literature.

Up until the 2024 Nawroz Festival since 2012, I held a stall and gave people a test of the Hazaragi cultural experience for free which I paid out of my pocket for stall hire and all other expenses.

I collaborated with Japanese friend Ali Arifi (PhD) and (late) Japanese researcher with UNASCO Ms Anuki (Deputy Director) on the Intangible Culture Heritage (ICH) seminar workshop during 2020.

I also collaborated with Fatima Atif & Dr Fawzia Director of PNCA (Pakistan National Council of Arts) and renowned Hazara historian Ishaq Mohammadi (USA) to hold a session on Hazara Cultural Heritage. Also delighted to see Hazaragi Diorama is one of Fatima Atif & Dr Fawzia's legacy, which I am delighted to see coming to fruition.

I am optimistic, that one day we will have museums and displays all over the world that host Hazaragi Embroidery, Motifs, Handicrafts and other significant items that will be a significant contribution to the world heritage list and the body of knowledge in this field of Culture and Anthropology.

In conclusion, I am proud of my identity, as Hazara and proud of my people who have celebrated Hazara Culture Day in 2025 all around the globe, and said no to the genocide of not only the Hazara people but also Genocide of culture and Linguicide of the Hazaragi Language, which is another front I am working on and have currently authored over 30 books to preserve, promote and revitalize Hazaragi language under the entity of HALPARS for future generations yet to come.

Attack on Hazara Writers, Journalists, Artists and Activists

As we mark Hazara Culture Day, a day to celebrate the deep roots, creativity, and heart of the Hazara people, we also remember the writers, journalists, artists, and activists who have faced attacks and threats. Their voices keep hope alive, shining through the danger. Today, we honor both the culture and the brave spirit that holds it strong.

In recent years, dozens of Hazara writers, journalists, artists and activists were #killed, injured, detained, jailed and #abducted by the government, warlords and terrorist groups.
The Hazara are a Turkic people, and descendants of the Kushans. Mongol influences are present in 10% of the Hazara. Hazara people live primarily in several Central Asian countries such as Hazaristan (Afghanistan), Iran, Turkmenistan, Kazakhstan, Pakistan, and India. Millions of Hazara people throughout history have been forced to leave their original homeland— today called Hazaristan (Afghanistan). Hundreds of thousands of Hazara have settled as refugees and political asylees in Europe, the Americas, and Australia.

The Hazara have endured, preserved, and now rise to reclaim their voice through art, poetry, and culture. As editor of Kabul Press^?, I'm proud to share this tribute, a reflection in verse and prose that journeys through memory, love, land, and the enduring spirit of Hazaristan.

This piece is both an invitation and an offering: to listen, to remember, and to witness the rich tapestry of a culture that continues to write its own story, line by line, verse by verse.

May 19 - Hazara Culture Day

Today we celebrate the resilience, the richness, and the rhythm of a people too often written out of history,
a nation now writing its own, line by line, verse by verse.

As Ban'ya Natsuishi, Japanese poet and director of the World Haiku Association, reminds us:
“"To our displeasure, the history of some people, like the Hazara's, is often distorted or destroyed.
The Hazara people of Central Asia overlapped various cultures; they enriched our civilization."”

Poems for the Hazara, the anthology I had the honor to edit, gathers 125 poets from 68 countries,
each poem a universe, all orbiting the Hazara universe.

From Jack Hirschman (USA) to Micere Githae Mugo (Kenya),
Zindzi Mandela (South Africa) to Khal Torabully (Mauritius/France),
Julio Pavanetti (Uruguay/Spain), Raúl Henao and Elsa Tió (Colombia and Puerto Rico),
Anne Waldman (USA), Gabriel Rosenstock (Ireland),
Mamang Dai (India), Erling Kittelsen (Norway), Berry Heart (Botswana),
Rodrigo Verdugo (Chile), Tamer Öncul (Cyprus), Germain Droogenbroodt (Belgium/Spain),
and the list flows on, a caravan of verses crossing deserts and silence,
a chorus of memory defying erasure.

And within these pages breathe the many tongues and textures of poetry:
haiku and ghazal, free verse and spoken word,
Hazara raft, spun through the seismic hush of the dambura,
its strings streaming the rivers of Hazaristan,
songs flowing, bending, carving memory into stone,
into the rocks of the Hazaristan mountains,
becoming Salsal and Shahmama,
resonating with Rumi, and older ways,
the listening body of the land,
as Salsal turns left to take another silent māx.

And in those stones,
the breath of Dawlat Beig Sultan,
whose body, they say, dissolved into the mountains,
into root and ash, into barley fields and bitter almond groves,
his soul spiraling through the cycle of becoming:
from solid to plant, from plant to beast, from beast to human,
echoing not only Rumi, but the older ways:
those who heard the mountain breathe,
and moved with it,
in rhythm, in silence, in fire.

Here, too, is the childhood of Rumi,
cradled by his Hazara Ābʌy and Ātʌy,
echoes of his first metaphors rising
from Hazaristan soil.

Today, we offer these poems not as history rewritten,
but as memory reclaimed,
not as elegy, but as breath, as seed, as fire.

And when the wind arrives,
the verses rise as the Ʌždʌr,
the ancient Hazara dragon,
not in fury, but in motion,
its spine rippling with the earth's exhale,
its limbs circling the invisible,
gathering from the air what was scattered,
pulling it inward,
and unfurling it,
gesture by gesture,
into a sky not open,
but listening.
